Summary

This position is part of the Office of the Chief Human Capital Officer - Power Marketing Administration HR Shared Service Center, Department of Energy. As a Human Resources Specialist (Recruitment and Placement), you will represent the PMA HR SSC as an expert advisor and technical service provider. This position authoritatively interprets Federal and DOE-wide policy, legislative, and regulatory guidance, or equivalent issues (e.g., reengineering and improving HR processes).

As a Human Resources Specialist (Recruitment and Placement), you will:

  • Advise customers and colleagues on how to resolve the most difficult and controversial recruitment and placement problems, define issues, determine applicable precedents, laws, or regulations, and identify the most effective approach and techniques to validate the correctness and propriety of actions taken.
  • Apprise management of actions, activities, and issues. Exercise initiative in monitoring and managing assigned workload, and initiate discussions with managers about assignments, projects, problems to solve, actionable events, milestones, program issues under review, deadlines and timeframes for completion of actions, and performance expectations.
  • Develop appropriate management interventions for significant HR issues and concerns through collaboration with internal and external stakeholders.
  • Establish priorities for filling positions, considering the importance of vacancies to missions, and the availability of qualified internal and/or external candidates to fill positions.
  • Represent the value of PMA HR SSC services through effective and proactive communication, utilization of data visualizations and analysis tools, and provisions of reliable and accurate information.
  • Represent the PMA HR SSC, independently coordinate and resolve highly complex issues, situations, and cases with PMA clients, the Department of Energy, Office of Human Capital, and the Office of Personnel Management.
  • Identify, analyze, and evaluate risks of alternative courses of action, and advise management on risk mitigation.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and that is typically in or related to the work of the position to be filled.

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:

  • Performing staffing and recruitment placement functions under Delegated Examining, Merit Promotion, and other hiring authorities.
  • Utilizing HR automated systems to prepare vacancy announcements, process personnel actions and analyzing data.
  • Researching, analyzing, and interpreting applicable HR laws, regulations, and regulations to advise customers pertaining to recruitments strategies, pay setting, staffing, and personnel actions.
Education cannot be substituted for specialized experience at the GS-12 grade level.
