This position is located in the Columbia-Pacific Northwest (CPN) Region, Office of the Regional Director, Equal Employment Opportunity (EEO) Office. The CPN EEO Office has oversight of the informal EEO complaint process, training, special emphasis program, diversity, and outreach programs for both the CPN and Upper Colorado Basin (UCB) Regions, encompassing approximately 2,000 employees.

  • Serves as the principal equal opportunity official in the CPN and UCB Regions on all aspects of the EEO and Affirmative Employment programs with responsibility for providing advice to decision makers at all organizational levels and recommending changes in procedures and practices designed to eliminate systemic barriers to these programs.
  • Develops, coordinates, implements, administers, and evaluates the Regions' EEO Program.
  • Manages the Pre-Complaint Counseling and Alternative Dispute Resolution (ADR) Programs, in accordance with EEOC regulations, and Department of the Interior (DOI) and Reclamation policy.
  • Manages the regional Affirmative Employment Program (AEP). Provides leadership in affirmative employment planning efforts to include outreach recruitment, position management, selection, training, promotion, career development, and incentives. Serves as program manager for the development and implementation of the Regions' multi-year AEP plan that addresses barriers to the recruitment, hiring, advancement, and retention of targeted groups.
  • Establishes partnerships with affinity groups, agency officials, and professional organizations to promote the outreach efforts of the organization.

Qualifications

In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume.

To qualify at the GS-13 level, you must possess one year of specialized experience equivalent to at least the GS-12 level in the Federal service. Specialized experience at this level is defined as experience in ALL of the following: 1) developing action plans to eliminate barriers to equal employment opportunities (EEO); 2) implementing laws, Executive Orders, regulations, or policies related to EEO; (3) advising supervisors on EEO matters such as reasonable accommodation, discrimination, or recruitment strategies; and (4) processing individual EEO complaints, providing EEO counseling to complainants, or conducting EEO investigations. Your resume must include this experience.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).

You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 09/16/2024.

Permanent Change of Station (PCS) expenses or first-post-of-duty relocation expenses are authorized, as applicable, with the exception of the Guaranteed Home Sale Provision. The Tax Cuts and Jobs Act (TCJA), signed into law December 2017, suspends the moving expense deduction and the exclusion from income of qualified employer reimbursements of moving expenses that was allowed under previous tax laws. Employer reimbursements for moving costs are now generally taxed at the same rate as ordinary income.

For evaluating the quality of candidates for referral to the selecting official, a three-phased process will be used.
