Help

As a Grants Management Specialist, you will:

  • Review federal statutes, regulations, policy and guidance and analyze their impact on current business processes for the Office of Grants and Cooperative Agreements (OGCA).
  • Assess the impact of corrective actions required in response to internal/external audit findings and making related recommendations to OGCA management.
  • Evaluate relevant information as a basis for developing and implementing guidance or procedures.
  • Communicate complex policy and procedural issues to OGCA management and staff through briefings, training or written communications.
  • Issue funding opportunity announcements, negotiating, awarding, administering, and retiring financial assistance agreements.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS GS-12: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:

1. Assisting with the preparation of all documentation required for the funding opportunities of grants and cooperative agreements.
2. Negotiating and managing research and development grant/cooperative agreements from pre-award administration through close-out using seasoned judgement to offer solutions to problems encountered during the process.
3. Interpreting regulations and policies governing the administration of assistance awards.

SPECIALIZED EXPERIENCE REQUIREMENTS GS-13: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service. Specialized experience for this position is defined as meeting 3 of the 4 following:

1. Providing advice on financial assistance or contractual mechanisms and techniques.
2. Communicating complex policy and procedures issues to stakeholders.
3. Preparing local policies and procedures to provide financial assistance guidance.
4. Reviewing financial assistance or contractual actions that may include, but are not limited to, funding opportunity announcements, pre-negotiation plans, proposed financial assistance documents, terminations, or determinations for noncompetitive financial assistance actions.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration.

CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as having a score of 85 or better.
