Help

Duties performed at the full performance level:

  • Duties include but are not limited to counseling the aggrieved; conducting mediation, writing and reviewing for technical adequacy EEO counselor reports.; writing responses to the aggrieved or representative in response to questions raised, concerning the complaint process and content; preparing statements of work for contracting services to include verification and monitoring of invoice payments on deliverables. During the formal complaints process, the responsibility shifts to shuttle diplomacy.
  • Conducts a barrier analysis of the workforce, identifies potential triggers or barriers, develops, prepares, and delivers various presentations with recommended solutions to remove any triggers or barriers.
  • As Program Manager reviews organizational systems policies and practices to ensure that diversity management is integrated into the operations of the organization; conducts assessments related to human relations and diversity management to determine areas of strengths and improvement; builds strategies to train and develop the workforce regarding diversity management principles and stays current with changes in policy, legislation, Congressional initiatives, and laws related to diversity programs and diversity workforce issues.
  • In a team environment, collaborates to develop Management Directive 715 and inherent and other EEO-related reports. Independently plans, initiates and/or conducts EEO Program surveys, studies, and evaluations to identify issues, problems, and trends. Independently evaluates program accomplishment and shortcomings and formulates solutions to rectify problems to facilitate improvements.
  • Serves as a key advisor and strategic partner to design and implement systems, processes, and work that influence healthy change within an organization and substantially improve the overall efficiency and effectiveness of the organization.

Qualifications

In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the education and/or specialized experience requirement - this information must be clearly supported in the resume.

For the GS-11 Specialized Experience: For the GS-11, you must have one year of specialized experience at the GS-09 grade level or equivalent pay band in the Federal Service. Specialized experience is defined as but not limited to: Counseling, conducting mediation, fact finding, writing, and reviewing technical reports; conducting barrier analysis of the workforce; review organization systems policies and practices ensuring diversity management; conducting assessment and diversity management; train and develop diversity management principles; complete various EEO reports; conducts EEO program surveys.
OR
Education: Substitution of Education in Lieu of Specialized Experience: Possess a Ph.D. or equivalent doctoral degree OR three full years of progressively higher-level graduate education leading to such a degree or LL.M., if related to course of study in Public Relations. (Note: You must attach a copy of your transcripts.)
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

For the GS-12 Specialized Experience: For the GS-12, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-11 level in federal service having demonstrated experience but not limited to: Counseling, conducting mediation, fact finding, writing and reviewing technical reports; conducting barrier analysis of the workforce; review organization systems policies and practices ensuring diversity management; conducting assessment and diversity management; train and develop diversity management principles; complete various EEO reports; conducts EEO program surveys, studies and evaluations identifying issues, problems, and trends; designed, implement systems and process improvement that influence healthy change within organization.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).

You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 08/20/2024.

Education

This position does not allow substituting education for experience for the GS-12 level.

This vacancy announcement allows substituting education for experience at the GS-11 grade level. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience.
