Help

  • Serves as a Contract Administrator to implement and administer a variety of assigned contracts.
  • Uses a variety of contracting processes to provide engineering oversight for construction, architecture, or engineering contracts.
  • Initiates timely actions and technically monitors the contract/agreement to ensure that they are carried out to completion as outlined in the contract/agreement
  • Performs cost analysis reviews.
  • Performs technical analysis of construction schedules, proposals, submittals, shop drawings, modifications, and other contractor-provided documentation.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application.

MINIMUM QUALIFICATIONS:
To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience for the respective grade level in which you are applying:

GS-10:
Specialized Experience: To qualify for the GS-10, you must possess one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing the following: 1) Performing technical analysis of construction schedules, proposals, submittals, modifications, or other contractor-provided documentation; 2) Developing plans, specifications, or cost estimates for proposed or ongoing projects; 3) Reviewing drawings and design analysis for conformance with established engineering standards; 4)Drafting technical documentation for engineering work assignments.

TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 is required to meet the time-in-grade requirements for the GS-10 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).

GS-11:
Specialized Experience: To qualify for the GS-11, you must possess one full year of specialized experience comparable in scope and responsibility to the GS-10 grade level in the Federal service (obtained either in the private or public sectors) performing the following: 1) Reviewing statements of work, construction schedules, and contractor payment requests; 2) Conducting pre-award activities to ensure contractor work meets requirements and standards; 3) Drafting drawings using design software; 4) Preparing change orders, modifications, or technical review of claims, and preparing cost estimates.

TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-10 is required to meet the time-in-grade requirements for the GS-11 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).

You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 04/05/2023.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

Reclamation has determined that the duties of this position are suitable for telework and you may be allowed to telework with supervisory approval.

Permanent Change of Station (PCS) expenses are authorized with the exception of the Guaranteed Home Sale Provision or first-post-of-duty relocation expenses are authorized, as applicable. Physical Demands: The work requires some physical exertion, such as long periods of standing; walking over rough, uneven, rocky, or slippery surfaces; recurring bending, crouching, stooping, stretching, climbing, or similar activities; recurring lifting of light to moderately heavy items weighing less than 50 pounds (i.e., 23 kilograms), such as testing or measuring equipment; and/or regular visits to construction, industrial, marine, or other outdoor sites.

Working Conditions: Work involves regular and recurring exposure to moderate risks and discomforts, such as the following: dust, strong odors, or fumes from fuels, chemicals, or engine exhaust; high levels of noise and vibration, dust, grease, electrical hazards, uncovered moving parts of machinery, moving machinery; or outdoor conditions involving moderate exposure to rain, cold/hot weather, icy streams, and rivers. The work environment requires the employee to stay alert continually and to take special safety precautions including wearing special protective items of clothing.
