Summary

This division provides operational support and consultative advice to the Chief Human Capital Officer and Departmental Senior Management regarding continuous process improvements. This division also has a centralized focus on standardization, IT automation, and business process re-engineering to increase efficiency and operational effectiveness. Additionally, this division contains the resources necessary to gather and analyze data to support all HC initiatives.

Duties

Help

As a Management and Program Analyst, you will:

  • Engaging with key stakeholders to guide the use of data analytics in strategic planning, project execution, and performance management.
  • Conducting quantitative and qualitative analysis studies and reports findings to management.
  • Analyzing and evaluating complex problems, develops innovative solutions for plans, approaches, or to extend existing theory to new and unique applications related to Human Resources programs and systems analyses.
  • Providing management advice and coordinates activities related to analysis, management and development of processes and procedures.
  • Using Microsoft Excel, Microsoft Power Platform, PowerBI, MS SharePoint, Microsoft Reporting Services, a Corporate Data Warehouse and other data visualization tools, various data integration services, cloud storage, etc., sufficient to identify complex issues or problems

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-13 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:

  1. Building tools, workflows, or other data analytics tasks using Microsoft Excel, Microsoft Power Platform, PowerBI, MS SharePoint, Microsoft Reporting Services, a Corporate Data Warehouse that support data management initiatives, increase program efficiencies, or staff productivity;
  2. Conducting quantitative and qualitative analysis studies and reports findings to management; AND
  3. Providing advice on data analytics strategies, including the design and implementation of innovative tools that support organizational goals.

Education

There is no substitution of education for experience at the GS-14 level. or This job does not have an education qualification requirement.
