Help

As a Security Specialist, you will:

  • The incumbent will provide expert safeguards and security (S&S) support to the Office of Science (SC), the Office of Safety and Security, SC site offices and laboratories, and other supported sites and programs and their respective contractors.
  • This incumbent will develop, implement, and monitor policies, instructions, procedures, control systems, and methods for functions and activities such as document marking, safeguarding documents, personnel access control, and security education.
  • Provide technical guidance to contractor information security specialist to ensure that security requirements are met and information is protected, including performing classification reviews of information requested under the Freedom of Information Act.
  • Ensure correct and uniform classification and declassification of information, materials, and products developed as a result of work performed by Federal and contractor staff.
  • This incumbent will participate in the Office of Science safeguards and security survey program as a subject matter expert and/or team lead conducting survey activities of Department of Energy facilities.
  • Prepare recommendations to improve the capability of the Safeguards and Security Policy in developing accurate threat assessments of malicious activity directed against Departmental assets.

  • This position has been designated as Top Secret and requires a security clearance at the "Q" LEVEL. The incumbent is required to obtain and maintain this clearance; failure to do so may result in separation from federal service.
  • This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing thereafter. Failure to test or a positive result on random drug tests conducted after appointment may result in removal from Federal employment.
  • Occasional travel is required.
  • This position is included in the Department of Energy's Technical Qualification Program (TQP). The selectee will be required to meet core, position, and site specific technical qualification standards typically within 12 to 18 months.
  • Hiring incentives may be authorized for a highly qualified candidate based on budget availability and in accordance with federal regulations. Permanent change of station (PCS) is not authorized.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS GS-13: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:

  1. Reviewing documents to administer or ensure correct classification or declassification of information.
  2. Providing guidance on the organization's classified and controlled unclassified information protection strategies and programs to include storage, processing, transmission, or destruction.
  3. Conducting oversight and assessment of security programs.
SPECIALIZED EXPERIENCE REQUIREMENTS GS-14: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-13 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:
  1. Implementing an information security program that involve marking and safeguarding of classified or unclassified physical documents.
  2. Reviewing policies for the security of classified information to ensure organizational compliance.
  3. Providing guidance to contractors to ensure security requirements are met and information is protected.
  4. Conducting information security program assessments.
There are no specific education requirements or substitution of education for experience for this position.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration.
