As a Management and Program Analyst, you will be responsible for analyzing and evaluating the effectiveness and efficiency of Human Capital policies, programs and initiatives for the Organizational Effectiveness Division, within the Office of the Chief Human Capital office.

As a Management and Program Analyst, you will:

  • Analyze overview report data to measure effectiveness in meeting baseline or the degree to which program plans and achievements support strategic initiatives.
  • Serve as the process analysis expert for a program or function.
  • Create presentations and briefings on human resources topics, policies, and initiatives to Senior Leadership.
  • Conduct special projects, project management and/or comprehensive reviews to evaluate and resolve operating issues and problems sufficient to assess human resources management programs (i.e., audits, staffing, recruitment and placement).
  • Prepare reports, responses to queries, data analytics, and background papers.
  • Represent the organization on working groups, steering groups, or other meetings, conferences, seminars, etc.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-13 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:

1. Establishing change management and implementation plans and monitor progress.
2. Leading and managing project teams and working groups with focus on data analysis, communications, administrative activities or programs.
3. Processing, analyzing, and communicating information related to human resources rules, regulations, and policies.

Education

There is no substitution of education for experience at the GS-14 level. or This job does not have an education qualification requirement.
