Summary

The Office of Information Technology (OIT) is seeking a Supervisory IT Specialist to serve as the Chief of Systems Development & Operations. This position serves as the system owner for systems of national and international importance. Supervises and directs a staff of government IT Specialists and contract IT support professionals jointly responsible for application and system development and operation of the Civil Division's enterprise level IT infrastructure.

Duties

Help

The duties and responsibilities for a GS-2210, Supervisory IT Specialist generally include, but are not limited to, the following:

  • Contributing to the development of system design specifications to ensure the security and user operational needs are documented, tested, and implemented.
  • Protecting the IT infrastructure and data to include technical, operational, and administrative security controls as mandated by Departmental standards during all phases of the System Development Life Cycle (SDLC).
  • Leading efforts to develop, implement, and manage long and short-term IT plans in compliance with the DOJ IT strategic plan.
  • Providing leadership and managerial direction for ongoing application of principles, policies, and procedures to maintain, monitor, control, and protect IT infrastructure and the information residing on such infrastructure during the operations phase of an IT system or application.
  • Ensuring appropriate human controls are used to help deter willful acts of security breaches such as theft, fraud, misuse, and noncompliance.
  • Performing a variety of data collection, analysis, reporting and briefing activities associated with security operations and maintenance to ensure that the organizational security policies are implemented and maintained on information systems.
  • Developing work improvement plans, recommending personnel actions as necessary. Providing advice and counsel to employees and contractors. Initiating disciplinary measures as appropriate. Reviewing and approving leave requests.
  • Designating and overseeing the work of the Information Systems Security Officer.
  • Providing expert technical advice in the monitoring and evaluation of contractor activities on contracts covering agency-wide systems. Directing, coordinating, and approving detailed planning designs, development, programming, testing, documentation, training and implementation of IT systems using outside vendors and/or contractors.

Qualifications

To qualify for the position of Supervisory IT Specialist, GS-2210-15, you must meet the basic qualification requirements listed below AND possess the required specialized experience specific to this series and grade you're applying to.

If you are a current or former government employee on a permanent appointment in the competitive service, you will need to demonstrate 1-year (52-weeks) at the next lower grade level as listed in the qualifications below. Time-in-Grade applies if you are in a current GS position or held a GS position within the previous 52 weeks. Additionally, please ensure to submit an applicable SF-50 (please refer to the "required documents" section for additional information).

To qualify for the GS-15 Supervisory IT Specialist, you must demonstrate that you have one year of specialized experience equivalent to the GS-14 level in the federal service performing such duties as: serving an an Information System Owner responsible for the overall performance of at least one system; providing oversight and direction for the delivery of IT services, serving as a COTR in monitoring vendor/contractor performance, establishing security controls to protect IT systems and data; evaluating employee's performance; overseeing other's work; and developing comprehensive programs to improve productivity, cost effectiveness, and efficiency of organization activities.
