The position is located in the Office of Regulatory Affairs (ORA), Office of Human and Animal Food Operations (OHAFO), Division East 5. The incumbent serves as a Recall Coordinator responsible for investigating consumer complaints, assisting in classifying recalls, updating information on existing recalls, terminating recalls, and performing a variety of technical, administrative, and professional duties.

Help
  • Serves as a program expert on recalls of a broad range of products regulated by the FDA and overseen by OHAFO; generates and monitors assignments to follow up on recalls as appropriate.
  • Coordinates with designated firms and other officials (both federal and state) to develop the recall strategy, recall notification letters, and press releases.
  • Prepares recall alerts and recall recommendations that are used by the FDA Centers in assessing health hazards associated with recalled products; also responsible for recommending the recall classification (Class I, II or III) .
  • Interacts with and advises various levels of management officials representing the regulated industry, associations, state, local and foreign governments.
  • Reviews and evaluates evidence and findings indicating a possible lack of compliance with Agency-enforced laws and regulations.
  • Assists firms in performing recalls and filing Reportable Food Registry reports.

Qualifications

The position of Consumer Safety Officer falls within the 0696 occupational series. To qualify for this position at grade GS-13, you must meet the requirements below by 11:59 pm EST on 12/07/2020.

INDIVIDUAL OCCUPATIONAL REQUIREMENT: This position requires a degree or completion of specific courses in order to meet the basic education requirement. You must submit an official transcript, unofficial transcript, or a list including courses, grades earned, completion dates, and quarter and semester hours earned. Your transcript(s) must clearly demonstrate the course(s) listed in the Basic Qualification requirement section. If the transcript(s) does not clearly demonstrate this, you must submit a copy of the course description and/or other documentation demonstrating that the courses are equivalent. Degree requirements must be met by the closing date of this job announcement and your transcript(s) submitted must reflect this. If you are selected for the position, an official transcript sent directly from your educational institution will be required for verification prior to appointment.

Applicants must have successfully completed one of the following (A or B):

A. Bachelor's or graduate/higher level degree in quality assurance or a related degree that included at least 30 semester hours in one or a combination of the following: consumer laws, biological sciences, food science, chemistry, pharmacy, physical sciences, food technology, nutrition, medical science, engineering, epidemiology, veterinary medical science, legal investigations, law enforcement, or related scientific fields that provided knowledge directly related to consumer safety officer work. The 30 semester hours may include up to 8 semester hours in statistics, or course work that included the principles, theory, or practical application of computers or computer programming; -OR -

B. Combination of education and experience--courses consisting of at least 30 semester hours in the fields of study described in paragraph A above, plus appropriate experience or additional education.

TIME-IN-GRADE REQUIREMENT: Applicants must have 52 weeks at the GS-12 or higher.

SPECIALIZED EXPERIENCE REQUIREMENT: Experience directly related to the position to be filled which has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position and that is typically in or related to the work of the position to be filled, and can be demonstrated thorough knowledge of science, laws and regulations of the Agency.

GS-13: Applicants must have one year of specialized experience at least equivalent to the GS-12 in the Federal service whici includes developing, implementing, monitoring and evaluating regulations and procedures; experience adapting and applying investigative methods and negotiation techniques related to compliance and/or recalls.

NOTE: There is no education substitution for experience at the GS-13 grade level.

In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.
