Help
  • Analyzes and decides the appropriate disposition of a wide variety of complex requests from private industry, courts, legal counsels, other government agencies, congress, and the public for Food and Drug Administration (FDA) records.
  • Research statutory, regulatory, and other legal documentation, official records and research information, and publicly available databases to make determinations regarding the appropriate extent of release.
  • Negotiate responses with officials of regulated industry for release of records from FDA files and initiate contact with members of the public to give technical and procedural guidance on FOIA/PA issues.
  • Develops responses to requests including citation of governing policies, statutes, regulations and case law pertaining to disclosure.

Qualifications

The position of Government Information Specialist falls within the 0306 occupational series. To qualify for this position at grade GS-9/11, you must meet Time-in-Grade requirements by 11:59 pm EST on 05/28/2020.

GS-9
: Applicants must have 52 weeks at the GS-07 grade level or higher in the Federal service.
GS-11: Applicants must have 52 weeks at the GS-09 grade level or higher in the Federal service.

Specialized experience: is experience that has equipped the applicant with the knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

GS-09: Applicants must have (1) one year (52 weeks) of specialized experience equivalent to the GS-07 grade level in the Federal service which includes providing technical advice in matters of the Freedom of Information Act (FOIA), Record Management and the Privacy Act; analyzing questions and issues from FOIA request; searching for stored records in various Agency databases; and conducting research on various agency actions; OR

A Master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related, that provided the knowledge, skills, and abilities necessary to do the work; OR

A combination of the required experience and education for this grade level.

GS-11: Applicants must have (1) one year (52 weeks) of specialized experience equivalent to the GS-09 grade level in the Federal service which includes providing technical advice in matters of the Freedom of Information Act (FOIA), Record Management and the Privacy Act; analyzing questions and issues from FOIA request; making determinations on the releasability of various Agency records; redacting protected information from Agency records pursuant to the FOIA; providing briefings and training programs on FOIA/Privacy Act policy and regulations; and preparing documentation on decisions related to FOIA request and inquiries; OR

A Ph.D. or equivalent doctoral degree, 3 full years of progressively higher level graduate education leading to such a degree, or LL.M. if related, that provided the knowledge, skills, and abilities necessary to do the work; OR

A combination of the required experience and education for this grade level.

In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.
