Assist leadership in developing and managing a comprehensive ethics and standards of conduct program for the Center, which includes reviewing ethics documents and requests; serving as an information resource on ethics related topics.
Prepare memoranda, reports, letters, and other documents to explain new or revised guidelines or ambiguous requirements.
Conduct background research to support effective administration of conflict of interest matters.
Provides authoritative oral and written advice and recommendations to managers, supervisors and key officials on policies and procedures that concern conflict of interest regulations, applications on standards of conduct, ethics program policies.

Qualifications
The position of Ethics Management Specialist falls within the 0301 occupational series. To qualify for this position at grade GS-13, you must meet Time-in-Grade requirements by 11:59 pm EST on 11/22/2019.
GS-13: Have one year of specialized experience, equivalent to the GS-12 grade level in the Federal service or private sector developing and implementing ethics policies, procedures, forms and guidance materials; providing ethics advisory services on statues, regulations, financial disclosures and written opinions to management and employees; delivering in-personal and broadcast ethics training to employees and partners.
In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.
