As a Supervisory Accountant, you will be responsible for the leadership, direction, and oversight of financial accounting and reporting activities, including oversight of the financial statements, ensuring sufficient documentation provided to external and internal auditors, and interpret and organize implementation of GAO, OMB, Department of the Treasury, DOE, and FERC financial and budget policy initiatives; and promulgates WAPA-wide financial management directives and procedures.
Summary
As a Supervisory Accountant, you will be responsible for the leadership, direction, and oversight of financial accounting and reporting activities, including oversight of the financial statements, ensuring sufficient documentation provided to external and internal auditors, and interpret and organize implementation of GAO, OMB, Department of the Treasury, DOE, and FERC financial and budget policy initiatives; and promulgates WAPA-wide financial management directives and procedures.
You will serve as a principal accounting and reporting advisor to the Comptroller, the CFO, WAPA's Senior Officials, and technical liaison to Department of Energy (DOE), Office of Finance and Accounting and U.S. Treasury, Bureau of Fiscal Service, General Accounting Office (GAO), Office of Management and Budget (OMB), and other regulatory entities in matters related to WAPA's financial accounting and reporting obligations.
Manages, supervises, staff, plans, and evaluates the Financial Reporting team ensuring financial integrity.
Serves as senior advisor and subject matter expert regarding financial accounting and financial reporting obligations.
Ensures accounting and financial reporting activities and deliverables are conducted and reported in compliance with Generally Accepted Accounting Principles (GAAP), Federal Accounting Standards Advisory Board (FASAB), Federal Energy Regulatory Commission (FERC), DOE, GAO, OMB, and Treasury.
Facilitate authoritative review of newly issued legislative and regulatory guidance and standards.
Plans, coordinates, and manages month and year-end financial reporting and ensures proper fiscal closes/openings.
Coordinates financial audits and remediate audit findings.

Qualifications
Applicants MUST meet both the Basic Requirement AND Specialized Experience as outlined below.
BASIC REQUIREMENT:
A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") -OR-
B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include oneof the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-13 in the Federal service. Specialized experience for this position MUST include at least two (2) of the following:
Financial Reporting & Statement Preparation: Directing, preparing, or conducting high-level quality review of complex, consolidated entity financial statements, footnote disclosures, and related financial reports in accordance with Generally Accepted Accounting Principles (GAAP) or Federal Accounting Standards Advisory Board (FASAB) standards.
Audit Remediation & Issue Resolution: Leading the resolution of complex accounting or financial reporting issues, including coordinating with internal/external auditors, evaluating audit findings, or formulating corrective action plans to resolve significant deficiencies or internal control weaknesses.
Policy Interpretation & Implementation: Developing, evaluating, or implementing organization-wide accounting policies, fiscal procedures, or reporting directives in compliance with federal/regulatory requirements (e.g., OMB, Treasury, FERC, FASAB, or comparable industry governing bodies).
Accounting Operations Oversight & Internal Controls: Overseeing comprehensive general ledger accounting operations, which includes evaluating abnormal balances, reviewing journal entries, managing proprietary and budgetary accounting relationships, or overseeing complex reconciliations across multi-fund or multi-program structures, ensuring transactions are accurate, properly documented, and/or compliant with accounting standards.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations.
