The Technical Director serves as a key technical expert and authority directing federal oversight activities, project goals, and nuclear safety/engineering facilities operations at the Project Management Office. The position is responsible for providing technical leadership, administrative direction, and programmatic oversight for a complex multi-billion-dollar project portfolio supporting NNSA's national nuclear weapons stockpile mission.
Summary

The position is responsible for providing technical leadership, administrative direction, and programmatic oversight for a complex multi-billion-dollar project portfolio supporting NNSA's national nuclear weapons stockpile mission.
Evaluate contractor performance to determine whether contractor-performed work meets standards of adequacy. Engages in the project technical, cost, and schedule status along with budget formulation and execution. Ensures rigorous implementation of the contract requirements and identification of quality project performance indicators. Reviews and approves project costs to ensure proper classification and use of funds. Monitors and assists the Federal Project Directors with the controls of the Total Project Cost baselines for projects. Ensures the project performance baselines are established and maintained.
Lead effective long-term planning, collaborating with the Federal Project Directors and NNSA Construction Contracting Officers in the development of annual, multi-year, or similar types of long-range work plans and schedules for Project Management Office work, including any NNSA direct contracted work.
Provide expert advice to the Project Management Office managers, and other management officials on broad project and program technical engineering, procurement, and construction (EPC) execution. Provides significant and innovative recommendations for advancing the projects and programs and/or EPC systems, processes, and procedures. Provides technical direction and guidance to contractors to ensure that long-range project plans are properly developed by providing EPC expertise in one or more designated engineering functional area(s) relevant to the project and or the PMO. Implements the principles of the Department's Safety Management System Policy in programs for which the Associate Administrator is responsible. This includes the demonstration of an appropriate emphasis on ensuring the technical competence of the Federal staff associated with those programs, and the conduct of effective oversight in the accomplishment of the related work products and schedules.

Leads Integrated Project Team(s) which consists of members responsible for coordination and resolution of issues associated with high hazard and/or technically complex projects in the areas of business management, contract management, EPC management, operational start-up, Environmental Safety and Health (ES&H), nuclear safety, and nuclear security. Directs, coordinates, and facilitates integrated Nuclear Safety, Nuclear Security, Environmental, and Industrial ES&H requirements within the PMO and projects.
Be responsible for the supervision of engineers/physical scientists typically at the NN/EN-III to NN/EN-IV level. Selects new employees for vacant positions; establishes and evaluates work performance of subordinates. Hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to higher level manager. Effects minor disciplinary measures such as warnings and reprimands, recommending other actions in more serious cases. Identifies developmental and training needs of employees, providing or arranging for needed development and training.
Must be able to obtain/maintain a Q level Security Clearance.

Qualifications
