This is an Excepted Service position. This appointment will not confer Competitive Service career-conditional or career tenure status. This means that if you are selected, you would have to compete with other applicants in open competition to meet requirements for another Federal position, unless you meet the requirements for reinstatement. Applicants who voluntarily convert from the competitive service, Senior Executive Service, or other pay systems to a non-time limited appointment under this excepted service authority are not afforded "fallback rights" to the pay system previously assigned prior to conversion.


At the full performance level of a GS-14 Intelligence Research Specialist, you will:

  • Independently provide complex intelligence analysis on foreign nuclear weapons, proliferation, and arms control.
  • Produce finished intelligence assessments with comprehensive national security insights for senior policy makers and decision-makers.
  • Develop high-impact intelligence collection requirements to address national-level priorities for analytical projects.
  • Provide subject matter expertise on nuclear weapons, proliferation, and arms control to the intelligence community and policy makers, including regular briefings.
  • Oversee and track a portfolio of National Laboratory research projects.
  • Review, modify, and approve draft publications and intelligence products in order to ensure compliance with Intelligence Community tradecraft standards.

  • This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing thereafter. Failure to test or a positive result on random drug tests conducted after appointment may result in removal from Federal employment.
  • The incumbent is required to complete an initial Counterintelligence (CI) evaluation and on a recurring basis, which may include a CI-scope polygraph examination
  • In addition, the incumbent is required to obtain and maintain a Sensitive Compartmented Information (SCI) security clearance prior to entrance on duty; failure to do so may result in separation from federal service.
  • This position has been designated as Special-Sensitive (High Risk) and requires a security clearance at the Q level. The incumbent is required to obtain and maintain this clearance; failure to do so may result in separation from federal service.
  • This position is not remote, the selectee will be expected to report to the duty station(s) listed. If selected, military spouses, veteran caregivers, and spouses of foreign service employees may be eligible for applicable workplace flexibilities.

Qualifications

For the GS-12

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-11 in the Federal service. Specialized experience for this position is defined as meeting 2 OF THE 3 of the following

(1) Analyzing technical and scientific data to identify trends, evaluate capabilities, and support assessments of potential national security concerns.
(2) Creating and editing technical reports and analytical assessments, in a clear, organized and actionable format.
(3) Preparing and delivering presentations on technical findings or research developments to supervisors, stakeholders, and collaborative teams.

For the GS-13

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 in the Federal service. Specialized experience for this position is defined as meeting 2 OF THE 3 of the following

(1) Conducting detailed technical research and intelligence analysis on foreign nuclear weapons programs, nuclear systems and related military technologies.
(2) Writing detailed technical reports that explain complex engineering and scientific information in a clear and organized way for senior leaders, clients, and other decision makers.
(3) Presenting technical information, briefing leaders, and representing your organization in meetings, committees, and technical working groups.

For the GS 14

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-13 in the Federal service. Specialized experience for this position is defined as meeting 2 OF THE 3 of the following

(1) Leading research projects or serving as a senior expert analyzing foreign nuclear capabilities, weapons designs, nuclear materials, and/or related strategic military technologies.
(2) Reviewing and editing technical reports, scientific papers, and intelligence assessments to ensure they are accurate, high quality, and digestible for senior leaders.
(3) Serving as an advisor and providing regular briefings to senior leaders and decision makers on foreign nuclear capabilities and/or related national security issues.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
