Duties

Help

As a Managing Investment Officer, Hydrocarbons and Fuels Vertical Lead, you will:

  • Directs business development and investment strategies to identify, evaluate, and pursue complex energy infrastructure and manufacturing loan opportunities.
  • Conducts comprehensive financial, technical, and market analyses to assess the eligibility, viability, and risk profile of proposed energy projects.
  • Leads cross-functional teams through the underwriting, due diligence, and negotiation phases of loan agreements to ensure adherence to Department of Energy (DOE) standards.
  • Provides first-line supervision to a team of investment professionals, establishing performance goals, managing workflows, and ensuring the development of staff.
  • Acts as a principal point of contact for internal and external stakeholders, including senior DOE leadership, financial institutions, and industry representatives.
  • Oversees the preparation of authoritative project documentation and advises on contract procurement to ensure effective project oversight and compliance.

  • New supervisors/managers are required to serve a one-year probationary period.
  • New supervisors are required to complete 80 hours of supervisory training of which 40 hours must be completed during your first year as a supervisor.
  • Occasional travel may be required.
  • This position is not included in a Bargaining Agreement.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-14) in the Federal service. Specialized experience for this position is defined as meeting ALL of the following

  1. Managed the end-to-end underwriting and due diligence processes for large-scale, complex energy or infrastructure projects, including evaluating financial models, credit risk, and market viability to support high-value investment decisions.
  2. Negotiated substantive financial, commercial, and legal terms for loan guarantees or project financing agreements with diverse stakeholders, including senior corporate executives, legal counsel, and financial institutions.
  3. Developed and executed business strategies to identify and capture investment opportunities in energy technology markets, aligning project outcomes with organizational goals and long-term sector trends.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
