This position is being filled using the Alaska National Interest Lands Conservation Act (ANILCA) local hiring authority (16 USC 3198). Any U.S. Citizen who has acquired special knowledge or expertise regarding the natural or cultural resources of Katmai National Park and Preserve, by reason of having either lived or worked in or near the unit may apply. See Qualifications section for eligibility requirements.

Duties

This position is located within the Department of the Interior, National Park Service, Alaska Region, Katmai National Park and Preserve, King Salmon, Alaska.

At the full performance level (WG-07) the major duties of this position include, but are not limited to the following:

Carpentry and Structural Repairs

  • Perform repairs on homes, outbuildings, and various structural facilities.
  • Complete window and door replacements, cabinetry work, trim installation, and other carpentry related tasks.

Painting and Surface Maintenance

  • Paint interior and exterior surfaces of park buildings and associated structures.
  • Clean, maintain, and properly store paints, coatings, and related equipment.

Plumbing and Heating Systems

  • Maintain, repair, and replace plumbing components throughout the park.
  • Conduct routine maintenance and repairs on heating boiler systems.

Roofing Repairs and Maintenance

  • Perform minor roof repairs and preservation activities on park facilities.
  • Work with multiple roofing materials, including metal, asphalt, and wood shingles.

Electrical Repairs

  • Complete minor electrical work, such as replacing lighting fixtures and wiring new switches.
  • Maintain electrical components associated with heating boiler systems.

General Maintenance Support

  • Assist with custodial responsibilities, including sweeping, mopping, and maintaining office areas and restrooms.

  • Meet Selective Service Registration Act requirement for males.

  • Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program.

  • You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.

  • You may be required to complete training and operate a four-wheel drive vehicle.

  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.

  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.

  • You may be required to travel overnight away from home up to four nights per month.

  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.

  • Applicants must be at least 18 years old.

  • Eligible for conversion to competitive service after two years and upon meeting all requirements.

As a condition of employment for accepting this position, you will be required to serve a 2-year trial period during which your fitness and whether your continued employment advances the public interest will be evaluated.

This trial period is an extension of the appointment process and therefore requires the agency to determine if continued employment would advance the public interest, meet the organization goals and mission of the agency, and/or otherwise promote the efficiency of the service. In determining if your employment advances the public interest, the agency will consider:

  • your performance and conduct;
  • the needs and interests of the agency;
  • whether your continued employment would advance organizational goals of the agency or the Government; and
  • whether your continued employment would advance the efficiency of the Federal service.
Under applicable law, the employment of an individual serving a probationary or trial period automatically terminates when that period ends unless the agency affirmatively certifies, in writing, that the individual's employment should continue and that their appointment should be finalized. In the absence of agency action to affirmatively certify continued employment beyond the probationary or trial period, such appointments are terminated.

Upon completion of your trial period your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.

Special knowledge or expertise concerning the park's or preserve's natural and/or cultural resources and the management thereof is required. Local knowledge of the resources and the typical conditions that affect the work to be accomplished will be applied in the performance of duties.

Areas considered "near" Katmai National Park and Preserve are Federal Subsistence Areas of Unit 17C, as well as Unit 9A, 9B, 9C, and 9E, to include the communities of Naknek, King Salmon, Dillingham, Clarks Point, Ekwok, South Naknek, Koliganek, Port Alsworth, Nondalton, Pedro Bay, Iliamna, Newhalen, Kokhanok, Igiugig, Levelock, Egegik, Pilot Point, Ugashik, Port Heiden, Chignik, Chignik Lagoon, Chignik Lake, Perryville, and Ivanof Bay.

Additional information

A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected. The display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay.

This announcement may be used to fill additional positions if identical vacancies occur within 90 days of the issue date of the referral certificate.

Career-Seasonal appointments are permanent positions and include the same benefits as Career appointments, but do not provide work on a year-round basis. You will work from approximately early January through late December, and you will be in a non-pay status for the remainder of the year.

This is an excepted service appointment, that confers competitive status after two years and upon meeting all performance and OPM qualification requirements.

Government housing may be available for these positions.

Alaska currently does not have a state income tax.

Physical Demands: Physical effort is heavy to moderate, and requires occasional lifting or handling of objects or materials up to 50 pounds, unassisted, following proper lifting procedures to avoid injury. Frequently required to stand while working, climb ladders or scaffolding, and bend, stoop, climb, and work in awkward positions.

Working Conditions: Exposed to a variety of seasonal weather conditions while working outdoors (temperatures -40 to 90+ degrees). Subject to danger of falling from ladders or scaffolding. Exposed to dust, dirt, wind, and rain. May work with dangerous chemicals and around moving equipment; paints, solvents, etc. May be exposed to electrical shocks, and biting insects.
