This recruitment will be used to fill multiple vacancies across the Health Resources and Services Administration (HRSA).

Bureau of Health Workforce: Supervisory Public Health Analyst - Branch Chief, GS-0685-14:
Leads the administration and strategic direction of HRSA Graduate Medical Education programs, including interpretation of statutory authorities, oversight of residency accreditation requirements, and physician workforce planning. Directs multidisciplinary teams to expand primary care training in underserved communities and evaluates program outcomes to inform workforce impact and policy decisions.

Major Duties and Responsibilities:
Day-to-day supervision of staff and oversight of contract staff, to include establishing and implementing performance plans; reviewing and approving leave, time, and attendance; identifying training needs of staff and ensuring that such training is provided; recommending and approving awards and establishing goals and objectives for the office. The incumbent directs Branch operations, from development of the awards process through completion of individual and organizational requirements; the incumbent is responsible for the planning, development, and continuous evaluation of program operations and personnel to provide exemplary service to internal and external stakeholders. The incumbent may represent the Division Director and Deputy Director on program planning and policy development matters with public health institutions and individuals, such as: State and local health agencies, colleges, universities, public and non-profit health clinics and community health centers, Primary Care Associations and Primary Care Organizations, Bureau program applicants and participants.

HIV/Aids Bureau: Supervisory Public Health Analyst - Branch Chief, GS-0685-14:
The HIV/AIDS Bureau's mission is to provide leadership and resources to assure access to and retention in high quality, integrated care and treatment services for vulnerable people living with HIV/AIDS and their families. This position is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meet its mission, goals and objectives. This position develops and interprets policies regarding implementation of Ryan White Programs in every state and applicable U.S. Territories, including the Ending the HIV Epidemic in the US initiative.

Major Duties and Responsibilities:
Day-to-day supervision of staff to include establishing and implementing performance plans; reviewing and approving leave, time, and attendance; identifying training needs of staff and ensuring that such training is provided; recommending and approving awards and establishing goals and objectives for the office as well as partaking in long-range planning activities including projections of anticipated program and functional change. The incumbent will identify, analyze, and facilitate the resolution of program issues involving the management and operations of grants, contracts, and cooperative agreements. The incumbent will also facilitate program planning in evaluation, training, and delivery of HIV-related health care and support services and technical assistance in building capacity. This position will also manage site visits to grant recipients in every state and applicable U.S. Territories and oversee the preparation of reports for the purposes of meeting grant management requirements and for providing stewardship to the recipient.

Maternal and Child Health Bureau: Supervisory Public Health Analyst, GS-0685-14:
Provides leadership and expertise in maternal and child health (MCH) public health programs by applying MCH principles, policies, and practices to support programs of national or regional scope. Offers technical and administrative guidance to Federal, state, and community partners on program development, implementation, and evaluation, while developing and interpreting policies, procedures, and guidance to ensure effective delivery and oversight of maternal and child health initiatives.

Major Duties and Responsibilities:
Participates in development of program goals, objectives, priorities, and activities related to health services. Provides expert advice and guidance on the most challenging problems for a program of national or regional/state scope and impact. Contacts, advises and collaborates with high-ranking officials such as other Federal agency heads, top Congressional staff officials, state executives, legislative leaders, and executives of comparable status with private sector organizations. Researches and writes reports or other working documents that provide authoritative guidance on complex and wide-impacting program issues. Writes correspondence, memoranda, press releases, or other documents relevant to program activities and grants planning policies.

Experience that provided:

  • Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.
  • Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.
  • Knowledge of a specialized public health program.
  • Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions.
  • Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.

Minimum Qualifications: You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-13 grade level in the Federal service performing ALL of the following:
  • Leading or directing a public health program or program segment
  • Developing, interpreting, or implementing policies, procedures, or program guidance
  • Overseeing program operations, including monitoring performance, evaluating outcomes, and ensuring compliance with applicable requirements
  • Coordinating program activities with internal and external stakeholders to resolve issues and achieve program objectives
