WHAT YOU'LL BE DOING DAY TO DAY

As an Emergency Management Specialist, you will use your knowledge and experience to optimize business results and customer experience by:

  • Leading and coordinating vaccine, therapeutic, personal protective equipment, antiviral, and other medical countermeasure deployment operations during infectious disease outbreaks and public health emergencies, ensuring timely support to jurisdictions and designated populations while advancing healthcare system readiness objectives.
  • Serving as a key operational coordinator for medical countermeasure response activities during natural disasters, public health emergencies, and man-made incidents, managing complex requests, facilitating emergency treatment access, and integrating response efforts across multiple stakeholders and partners.
  • Leading exercise planning, execution, and evaluation activities by coordinating with federal, state, local, tribal, territorial, and private-sector partners; developing operational plans; analyzing performance measures; and identifying corrective actions to strengthen preparedness capabilities.
  • Managing complex Requests for Information and operational reporting requirements by synthesizing information from multiple data sources, producing actionable analyses and situational awareness products, and providing recommendations that inform leadership decisions and emergency response operations.

WHAT WE ARE LOOKING FOR

GS-09 Minimum Qualifications: You must have one year of specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-07 grade level in the Federal service performing ALL of the following:

  • Operating in an operations center developing emergency response plans and conducting plan exercises; and
  • Creating training programs to support emergency preparedness and response activities.

Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree that demonstrates the knowledge, skills, and abilities necessary to do the work or LL.B. or J.D., if related. You must include transcripts.

A combination of specialized experience and graduate level education that meets 100% of the qualification requirements for this position. You must include transcripts.


GS-11 Minimum Qualifications: You must have one year of specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-09 grade level in the Federal service performing ALL of the following:
  • Assisting with developing and implementing emergency management policies, procedures, and operations center activities in accordance with regulations;
  • Providing guidance and support to internal and external personnel on emergency management programs and response activities;
  • Coordinating command and control functions to maintain an effective operations center and direct communications with customers; and
  • Working with staff to develop plans, create training, conduct emergency exercises and evaluate outcomes, including after-action reports and corrective actions.

GS-12 Minimum Qualifications: You must have one year of specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-11 grade level in the Federal service performing ALL of the following:
  • Managing all Operations Center activities during exercises, drills, and real-world incidents, ensuring personnel follow established procedures and respond effectively;
  • Developing and maintaining comprehensive Organizational Plans to support emergency response operations;
  • Managing agreements and contracts to coordinate the planning, training, and execution of exercises with outside organizations; and
  • Coordinating emergency management communications and response efforts among federal, state, and local agencies to ensure effective incident response operations.
