Duties

Help

As a Management Analyst, you will use your knowledge and experience to optimize business results and customer experience by:

Analyzing program data and operational information to identify risks, evaluate trends, and recommend corrective actions to support organizational objectives.
- Developing reports, briefings, and analytical products to communicate findings and support operational, administrative, budget, or resource management activities.
- Coordinating studies, meetings, and stakeholder engagements to support program initiatives, organizational planning, and management improvement efforts.
- Interpreting findings resulting from studies that are independently developed.
- Performing project-type assignments and provide higher management with reports, evaluating information, budgetary proposals, and similar products necessary for effective direction of administrative operations.
- Advising management of unique conditions and issues which affect administrative functions and providing guidance on interpretation and implementation of new and revised legislation, policies, regulations, and procedures.
- Adapting existing analytical methods and techniques to specific issues and developing new approaches to resolve complex productivity problems and issues.
- Providing advice and guidance to management officials, technical and administrative personnel for the development, coordination, and execution of local and national human capital programs.
- In conjunction with management officials, assisting in developing ONC recruitment and retention programs/strategies.
- Performing program cost analyses such as development of life cycle or other cost analyses of projects or performance of cost benefit or economic evaluations of programs.
- Reviewing internal processes and procedures, making recommendations for improvements to promote efficiency and cost savings.

WHAT WE ARE LOOKING FOR


GS-11 Minimum Qualifications: You must have one-year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-09 grade level in the Federal service performing ALL of the following:

- Analyzing and interpreting data to support organizational objectives, identifying risks, and recommending corrective actions.
- Developing reports, dashboards, and other deliverables to communicate insights and support operational, administrative, budget or resource management activities.
- Applying analytical and organizational skills to advance program goals.
OR
Have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related.
OR
Have a combination of education and experience that meets 100% of the requirements.

GS-12 Minimum Qualifications: Must have one-year specialized experience to perform successfully the duties of the position.
To be creditable, specialized experience must have been equivalent to at least the GS-11 grade level in the Federal service performing ALL of the following:

  • Analyzing complex data to support organizational decision-making, identifying risks, and developing mitigation strategies.
  • Developing reports and briefings for leadership
  • Managing or overseeing budget activities, resource allocation, or related operational and administrative processes to enhance efficiency.
  • Applying analytical, strategic, and problem-solving skills to advance program effectiveness and contribute to human capital initiatives such as workforce planning, staffing strategies, performance management, or organizational development.
GS-13 Minimum Qualifications:
Must have one-year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-12 grade level in the Federal service performing ALL of the following:
- Leading complex analytical, operational, and organizational initiatives
- Providing strategic guidance to senior leadership, including risk management strategies and direction on key human capital or organizational development priorities.
- Managing programs, projects, and operational functions to support mission objectives.
- Overseeing budget planning, resource allocation, and critical programs or projects to advance mission objective
