This position is responsible for all facets of facility management operations at Cowpens National Battlefield (COWP), Kings Mountain National Military Park (KIMO), Ninety Six National Historic Site (NISI), and the Overmountain Victory National Historic Trail (OVVI). The OVVI follows the historic trail corridor outside of NPS lands however, the Supervisory Facility Operations Specialist provides input and contribution towards activities and decisions related to management of the trail.

The incumbent is a member of the park group management team, leading the Division of Facility Management, and reporting directly to the KIMO/COWP Superintendent. The Division of Facility Management provides for stewardship of park assets/facilities, and the maintenance and preservation of natural and cultural resources, ensuring that the parks are safe and welcoming for visitor use and enjoyment.

Major Duties:

  • Park Management Team: Serves as the facility management expert in support of park unit management initiatives.
  • Assets, Operations, and Fleet Management: Implements Facility Management Software Systems for cost effective management of assets. Performs and maintains asset inventories and condition assessments for the purpose of maintenance cost for annual and multi-year plans.
  • Project Management: Determines and recommends project scope, goals and objectives, and alternatives for facility modifications when infrastructure capabilities cannot support mission requirements.
  • Risk Management/Safety: Responsible for implementing current safety and training program to eliminate at-risk behaviors and environments enforcing regulatory policies and mandates.
  • Financial Management: Participates in the preparation of funding requests and identifies program deficiencies.
  • Compliance: Initiates actions and serves as the liaison for compliance of environmental/cultural issues related to project proposals and park operations. Responsible for implementing programs to address pollution prevention, conservation and sustainable operations.
  • Supervisory Duties - Exercises the full range of supervisory duties

Physical Demands: Work is mostly sedentary in an office setting. At times, walking, hiking, climbing, bending, and moderate lifting are required.

Work Environment: The work involves regular and recurring exposure to moderate risks and discomforts associated with the operation repair and maintenance of park infrastructure and equipment. There are occasions of exposure to risk situations.

You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
  • You may be required to complete training and operate a four-wheel drive vehicle.
  • UNIFORM: You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • WORK SCHEDULE: You may be required to work on-call, evenings, weekends, holidays, and overtime.
  • TRAVEL: Local travel to neighboring sites is frequent and required. Overnight travel away from home is rare. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • Obtain Contracting Officer's Representative (COR) certification within 12 months of appointment, maintaining certification while in this position.
  • OGE-450: The position to which you will be appointed is subject to a financial disclosure reporting requirement and you will be required to complete a new entrant Confidential Financial Disclosure Report (OGE Form 450) within 30 days of your appointment.
  • Ability to lift up to 50 pounds.

PROBATIONARY PERIOD: As a condition of employment for accepting this position, you will be required to serve a 1-year probationary period during which your fitness and whether your continued employment advances the public interest will be evaluated. This probationary period is an extension of the appointment process and therefore requires the agency to determine if continued employment would advance the public interest, meet the organization goals and mission of the agency, and/or otherwise promote the efficiency of the service. In determining if your employment advances the public interest, the agency will consider:

QUALIFICATIONS:

All qualifications must be met by the closing date of this announcement-07/09/2026-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

To qualify for this position at the GS-11 grade level, you must meet one of the following minimum qualifications by the close of this announcement.

SPECIALIZED EXPERIENCE: I possess at least one full year (52 weeks) of Specialized Experience equivalent to the GS-09 level in the federal service. Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to managing a maintenance program.

Examples of qualifying specialized experience include:
  • Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs;
  • Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans; and/or
  • Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project.

EDUCATION:
Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Major study must be in: engineering, industrial arts, property management, or business administration. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered the 1 year of full-time study requirement. You must include a copy of your transcripts with your application.

COMBINATION
of Specialized Experience and Education as described above, that meets 100% of the requirements for this position. The total must equal at least 100 percent to qualify. Only graduate education in excess of 36 semester hours (the amount required for the next lower grade level) may be used to qualify. Example: 6 months of full-time specialized experience equivalent to GS-9 (meets 50% of specialized experience requirement) plus 45 semester hours of creditable graduate level education (9 credit hours beyond the first two years meets 50% of education requirement) = 100%. You must include a copy of your transcripts with your application.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Volunteer work should be in same format as regular paid work.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

AREA INFORMATION:
The incumbent will oversee facility management operations at Cowpens National Battlefield (COWP), Kings Mountain National Military Park (KIMO), Ninety Six National Historic Site (NISI), and the Overmountain Victory National Historic Trail (OVVI). The parks preserve historic resources where battles were fought that proved to be instrumental in leading the Patriots towards victory in the American Revolution. The historic sites provide miles of recreational trails, hundreds of acres of natural resources, and interpretive programs where the stories of the heroic citizens that fought in the conflict are told to thousands of visitors each year. The park portfolio is comprised of administrative and visitor support facilities, cultural landscapes, historic resources significant to the American Revolution, and natural resources of local ecological significance. The distribution of the park sites adds to operational complexity. The parks, aside from OVVI, are located within the Piedmont region of upstate South Carolina.

All basic services including schools, medical, and shopping facilities are located within a short drive of each park. There is a full range of housing for sale or rent in the area, and the cost of living is considered moderate. Temperatures for the area range from very hot and humid in the summer to cool and moderate in the winter.

Park/Government housing is not available for this position.

Travel, transportation, and relocation expenses will be paid if the selectee lives outside the local commuting area and is otherwise eligible for reimbursement of relocation expenses in accordance with the Federal Travel Regulation.

Employer paid and reimbursed relocation expenses are considered taxable income. The NPS does not provide tax, legal or accounting advice. A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected. The display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay.
