As a Supervisory Public Health Analyst, you will:

  • Direct and align public health programs and priorities to ensure consistency with HRSA and Bureau of Primary Health Care (BPHC) mission, goals and national public health objectives.
  • Serve as a member of the executive management team with primary responsibility for the implementation of the BPHC strategic plan, budget oversight, legislative response, policy analysis and development, and staff development activities as they relate to BPHC public health programs.
  • Develop innovative policies and strategies to improve health outcomes and public health program goals.
  • Direct special projects and oversee preparation of issue papers, reports, and briefings for senior leadership, Congress, Office of Management and Budget (OMB) officials on major policy issues and legislative matters.
  • Develop and implement strategic planning processes, including designing operational plans.

Basic Qualifications:

Experience that provided:

  • Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.
  • Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.
  • Knowledge of a specialized public health program.
  • Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions.
  • Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.

Minimum Qualifications: You must have one-year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-14 grade level in the Federal service performing ALL of the following:
  • Directing a public health program for which both the scope and impact are nationwide, agency-wide, industry-wide, government-wide, involves national interest, or is subject to congressional and media scrutiny.
  • Researching, analyzing and designing strategic plans, policies and programs regarding public health workforce, program analysis, financial management.
  • Providing formal recommendations on legislative agenda, health policy, program priorities, and external activities.
  • Identifying issues and providing expert recommendations for improvement of public health programs including development.

You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
