WHAT YOU'LL BE DOING DAY TO DAY
As a Program Analyst, you will use your knowledge of and experience with Administration for Strategic Preparedness and Response to optimize business results and customer experience by:

  • Leading and managing complex program operations and strategic initiatives involving coordination across Federal agencies, executive leadership, and external stakeholders to support organizational priorities and mission objectives.
  • Analyzing and evaluating complex program operations, management processes, and policy initiatives to identify operational gaps, improve organizational effectiveness, and provide recommendations supporting executive decision-making.
  • Prepared executive-level briefing materials, reports, legislative analyses, correspondence, and communication products for senior leadership on policy, public affairs, and programmatic initiatives.
  • Recommending strategies to improve policy program implementation and evaluations. Advises management of unique conditions and issues which affect strategic functions and provides guidance on interpretation and implementation of new and revised legislation, policies, regulations, and procedures.

WHAT WE ARE LOOKING FOR


Minimum Qualifications: You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-14 grade level in the Federal service performing ALL of the following:

  • Analyzing and evaluating program operations, policies, management processes, and organizational activities to identify issues, assess impact, and recommend improvements supporting agency objectives and executive leadership decision-making.
  • Preparing and presenting executive-level briefing materials, reports, correspondence, communications, and analytical products on programmatic, media and messaging initiatives, legislative, and policy-related matters for senior leadership.
  • Coordinating and managing high-visibility projects and initiatives involving multiple stakeholders to support program implementation and mission requirements.
  • Researching and interpreting laws, regulations, policies, and guidance and providing recommendations to support program implementation, organizational objectives, and compliance requirements.

In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. Experience refers to paid and unpaid experience, including volunteer work done through national Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
