Glen Canyon National Recreation Area, Arizona/Utah: The park encompasses approximately 1.2 million acres with water and land-based activities ranging in elevation from 3,200 to 5,000 feet. The person selected for this position will be expected to develop and maintain the skills required for operating a 24-hour Regional Communication Dispatch Center overseeing 10 park units and working with 5 counties, tribal and state partners. The following are common major duties:

  1. Supervises the staff in the Interagency Communications Center and is responsible for day-to-day operations.
  2. Development and maintenance of complex dispatch operating plans, guides, protocols, directories, operating systems, databases, intelligence sources, and other reference/training material.
  3. Ensures that staff have the skills, training, motivation, tools, and resources to be effective, resilient, and healthy in their roles within the communication center.
  4. Plans and schedules work to be accomplished by subordinates, reviews work and performance and performs employee appraisals and evaluations.
  5. Acts in a leadership role as an emergency contact and is responsive to questions and problems that staff encounter. Also ensures continuity of operations and that the center meets minimum staffing levels.

  • Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.

As a condition of employment for accepting this position, you will be required to serve a 1-year probationary period during which your fitness and whether your continued employment advances the public interest will be evaluated.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.


To qualify for this position at the GS-10 grade level, you must possess one of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: (1) Providing dispatch services for medical emergencies, law enforcement, aviation, or fire operations; (2) Operating computer systems related to dispatch such as National Criminal Information Network (NCIC), National Law Enforcement Telecommunications system (NLETS), computer aided dispatch (CAD) system or similar; (3) Providing communications and logistical support to incidents and public safety responders operating a multi-frequency radio console; (4) Using in-depth knowledge of dispatch operating systems, databases, and equipment, resolve unusual and difficult technical problems with various radio/telephone systems, computer databases/systems, and technical equipment used in a dispatch center. You must include hours per week worked.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

AREA INFORMATION
Page, Arizona is located on the Arizona-Utah border, 135 miles north of Flagstaff, Arizona, the nearest larger community. Page looks out on beautiful Lake Powell which offers boating, associated water sports recreation and fishing. The surrounding land of the Glen Canyon National Recreation Area offers beautiful red rock country for hiking and backcountry recreational activity. Page is centrally located to many other National Parks, such as the Grand Canyon, Zion, Arches and Canyonlands to name a few. Page offers normal community amenities such as shopping, medical and dental facilities, schools K-12 and college courses available through local Coconino Community College. The area enjoys typical high desert climate with temperatures ranging from 100 in summer to mid-teens in winter with low humidity and sunshine most days of the year. Physical Demands: As telecommunications technician/dispatcher, incumbent must function efficiently in a confined space for eight hours, minimum, at a time. Position is sedentary with high amounts of stress. Incumbent is subject to shift work and uncommon tours of duty. Work requires use of voice in vocal communications for periods or hours at a time. Voice must be clear, audible, and tone effective with words plainly spoken and understandable. Incumbent must possess manual dexterity sufficient to operate computer terminals/keyboards and related equipment and to maintain written logs. Work involves occasional lifting of boxes and supplies up to weights of 50 pounds. As supervisor, incumbent performs administrative work typically performed at a desk. Work involves sitting, walking, and/or standing for long periods of time. Extended shifts are not uncommon on the initial build-up of multiple or large incidents. Mental agility, concentration and the ability to function under stress for long periods of time are necessary. Unscheduled overtime and callouts are common, and incumbent must be available for this overtime. Overnight travel may be required.

Working Conditions: Work environment as supervisor is that of a general office; however, field assignments on incidents may occur. Work environment during training assignments is that of a general office or classroom, as well as the Law Enforcement personnel in the field. When working as a telecommunications dispatcher, incumbent is confined to the immediate area of the Communications Center which is in an average sized office room that is well-lit and climate controlled. incumbent may not leave the Center unless relieved by another dispatcher.
