As an Energy Management and Marketing Specialist, you will be responsible for the on-shift management of loads and resources, and marketing of resources assigned to the regional Energy Management and Marketing Office (EMMO). As an Energy Management and Marketing Specialist, you will be responsible for the on-shift management of loads and resources, and marketing of resources assigned to the regional Energy Management and Marketing Office (EMMO). The incumbent will be responsible for power scheduling, energy accounting, reporting, and statistical information requests.
As an Energy Management and Marketing Specialist, at the full performance level, some of your duties include but are not limited to:
Manage power scheduling, energy accounting, and reporting, ensuring compliance with national and regional market criteria.
Analyze resource availability and market conditions to develop and execute plans for optimal resource utilization, including generation schedules and sales/purchases.
Monitor load/resource balance and operating reserves, taking action to ensure reliable service and adherence to contractual obligations.
Negotiate and manage the sales and purchases of electrical energy, including preparing, submitting, and adjusting energy tag requests.
Optimize hydroelectric power plant operations to maximize generation while meeting water release constraints and environmental guidelines.
Account for energy transactions, provides accurate data for billing, and recommends improvements to scheduling, billing, and accounting systems and procedures.

Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS:
To qualify for the AD-01 level, applicants must possess at least one (1) year of specialized experience, equivalent to the next lower grade level [GS-05 in the Federal service] that includes demonstrated experience in three (3) or more of the following:
Analyzing problems.
Gathering and compiling data.
Planning and organizing work assignments.
Utilizing computer software to demonstrate basic technical proficiency (e.g. standard office tools for data entry/reporting, introductory navigation of energy management systems, scheduling programs or related utility platforms under supervision).
To qualify for the AD-02 level, applicants must possess at least one (1) year of specialized experience, equivalent to the next lower grade level [AD-01 or GS-05/07 in the Federal service] that includes demonstrated experience in three (3) or more of the following:
Performing duties in a rotating shift work environment.
Proficiency with the OASIS system for understanding transmission outages and the purchase of point-to-point or network transmission products.
Applying the use of e-tagging standards.
Coordinating with both internal and external customers, analyzing data, and providing innovative solutions to complex and/or sensitive issues that occur in a dynamic real-time energy trading environment.
Understanding of the interactions of emerging markets and their effects on bilateral markets and scheduling.
To qualify for the AD-03 level, applicants must possess at least one (1) year of specialized experience, equivalent to the next lower grade level [AD-02 or GS-07/09 in the Federal service] that includes demonstrated experience in three (3) or more of the following:
Knowledge of NERC and the Western Electricity Coordinating Council (WECC) interchange scheduling policies and procedures including e-tagging.
Energy accounting procedures related to energy scheduling.
Real-time power marketing practices.
Working in a rotating shiftwork and knowledge of power marketing or electrical power transmission knowledge.
To qualify for the AD-04 level, applicants must possess at least one (1) year of specialized experience, equivalent to the next lower grade level [AD-03 or GS-11 in the Federal service] that includes demonstrated experience in four (4) or more of the following:
Coordinating with both internal and external customers, analyzing data, and providing innovative solutions to complex and/or sensitive issues that occur in a dynamic real-time energy trading environment.
Proficiency with OASIS system for understanding transmission outages and the purchase of point-to-point or network transmission products.
Understanding the interactions of emerging energy markets and the effects on bilateral markets, and scheduling.
Applying e-tagging standards for energy delivery.
Making critical, independent decisions in dynamic real-time energy trading, including analyzing complex issues and providing innovative solutions.
Knowledge of NERC and the Western Electricity Coordinating Council (WECC) interchange scheduling policies and procedures including e-tagging.
