Summary

This position serves as the Telecommunications Manager (Field Communications Lead) for the Office of the Chief Information Officer (OCIO) Technical Services Branch with authority to act on all matters related to radio, telephone, and mobile data systems. The position will engage in a broad range of telecommunications and information systems and technologies requiring the application of communications and electronics systems electronics systems engineering, design, and installation.

Help

The major duties of the Telecommunications Manager (Field Communications Lead) include, but are not limited to, the following:

  • Oversees the design, configuration, installation and management of associated information technology (IT) networks associated with the telecommunication assets as assigned.
  • Assists the Technical Service Branch Commander with the development, implementation, maintenance, and cyclic replacement of all radio, telephone, and mobile data.
  • Manages all radio, telephone, and mobile data communication systems and devices.
  • Analyzes user need requirements define applicable technologies to meet user needs and system design parameters.
  • Prepares training programs for employees and provides in shop technical training as necessary.

You will be required to submit a valid driver's License and Driving Record. You must also submit at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
  • You may be required to travel overnight away from home a few nights per month. You must obtain a government charge card for travel purposes.
As a condition of employment for accepting this position, you will be required to serve a one-year probationary period during which your fitness and whether your continued employment advances the public interest will be evaluated.

This probationary period is an extension of the appointment process and therefore requires the agency to determine if continued employment would advance the public interest, meet the organization goals and mission of the agency, and/or otherwise promote the efficiency of the service. In determining if your employment advances the public interest, the agency will consider: your performance and conduct; the needs and interests of the agency; whether your continued employment would advance organizational goals of the agency or the Government; and whether your continued employment would advance the efficiency of the Federal service.

Under applicable law, the employment of an individual serving a probationary or trial period automatically terminates when that period ends unless the agency affirmatively certifies, in writing, that the individual's employment should continue and that their appointment should be finalized. In the absence of agency action to affirmatively certify continued employment beyond the probationary or trial period, such appointments are terminated.

Upon completion of your probationary period your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.

Qualifications

All qualifications must be met by the closing date of this announcement-04/03/2026-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

BASIC REQUIREMENTS: To qualify for this position at the GS-13 grade level, you must have Undergraduate or Graduate Education with a major study in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management or other fields related to the position to be filled. Other education consists of Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that include advanced instruction in addition to basic courses, may be substituted for general experience on a month-to-month basis.

-OR- Specialized Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology.

- AND - To qualify for this position at the GS-13 grade level, you must possess all of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). This experience must include all of the following: 1) Mastery of general telecommunications, policy, technology, and programs; 2) Expertise knowledge of all forms of telecommunications transmission media, including VHF/UHF radio, microwave, telephone wire-line, fiber optic, telemetry, satellite communications and other wireless media; and 3) Analyzes system design, operation, and maintenance requirements.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience.

Education

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

There is no substitution of education for experience at the grade level(s) of this announcement.

Physical Demands: Moderate physical exertion is required including bending, climbing, lifting and carrying test instruments up to 40 pounds. Field work can involve hiking and climbing at medium elevations. Driving in metropolitan areas and park areas where hazardous conditions may exist, such as four wheel drive vehicle will be provided. The incumbent must be able to obtain and maintain a valid State Driver's License to operate government vehicles required by the duties and responsibilities of this position. The work performed in the office will be mostly sedentary with occasional bending, stooping and lifting. The incumbent must possess the ability to withstand high stress caused by varied demands of the job.

Working Conditions: Work is performed in both an office and field environment. Field work is required at remote locations, including high elevations and various weather conditions. This position requires the incumbent to work on-call, evenings, weekends, holidays, overtime and shift work. Occasional travel may be required..
