This position is being filled using the Alaska National Interest Lands Conservation Act (ANILCA) local hiring authority (16 USC 3198). Any U.S. Citizen who has acquired special knowledge or expertise regarding the natural or cultural resources of Western Arctic National Parklands, by reason of having either lived or worked in or near the unit may apply. See Qualifications section for eligibility requirements.

Duties

Help

Duties of the position include but are not limited to the following:

  • Performs skilled carpentry work involving the removal and replacement of rotted or deteriorated structural components, including framing members, decking, siding, trim, and other building elements.
  • Assesses existing structures to identify deterioration and determines appropriate repair or replacement methods consistent with project requirements, applicable standards, and accepted trade practices.
  • Serves as the on-site lead worker for assigned carpentry projects by planning work sequences, coordinating daily tasks, and providing technical guidance to lower-graded workers or laborers.
  • Performs demolition, layout, framing, repair, and installation work using hand and power tools, ensuring proper alignment, fit, and structural integrity.
  • Plans and executes work in remote or backcountry settings, considering limited access, weather conditions, material staging, and transportation constraints.
  • Assists with project logistics, including staging materials and tools, loading and unloading supplies, and transporting materials to work sites by vehicle, aircraft, watercraft, or other approved means.
  • Ensures work is performed in compliance with safety and health requirements, including Job Hazard Analyses (JHAs), proper use of personal protective equipment, and safe operation of tools and equipment.
  • Protects natural and cultural resources by minimizing site disturbance, managing waste appropriately, and following environmental and wilderness protection requirements.
  • Documents work progress and reports structural issues, scope changes, or material needs to the supervisor.
  • Operates light vehicles and equipment in support of maintenance and construction activities.

  • Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program.

  • You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.

  • You may be required to complete training and operate a four-wheel drive vehicle.

  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.

  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.

  • You may be required to travel overnight away from home up to 5 nights per month.

  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.

  • Applicants must be at least 18 years old.

ELIGIBILITY REQUIREMENTS:
Special knowledge or expertise concerning the park's or preserve's natural and/or cultural resources and the management thereof is required. Local knowledge of the resources and the typical conditions that affect the work to be accomplished will be applied in the performance of duties.

To be eligible your application package must clearly show periods of time having lived or worked in or near the area of consideration. The area of consideration can be found in the below paragraph:

Areas considered "near" Western Arctic National Parklands are Kotzebue, Kivalina, Noatak, Kobuk, Ambler, Shungnak, Kiana, Noorvik, Deering, Buckland and Bettles. Additionally, residents not living in the communities described above but within a 50-mile radius of either park boundary.

The following are the competencies identified for this position. Applicants are not required to address these competencies in a separate document but are encouraged to include in their resumes experience related to these competencies:

  • Knowledge of standard trade practices.
  • Ability to make measurements using tape measure and square.
  • Ability to use hand tools such as hammer, saw, brush and roller, screwdriver, wrench, electric drill/saw, and other power tools safely.
  • Ability to operate light vehicles and equipment such as pick-up trucks and skid steer.
  • Ability to understand and follow oral and written instructions.

There is no substitution of education for the required special knowledge or expertise concerning the park's or preserve's natural and/or cultural resources and the management thereof as outlined in this announcement.

Additional information

NOTE: In support of Executive Order (EO) 14189 "Celebrating America's 250th Birthday" and EO 14314 "Making America Beautiful Again by Improving our National Parks," the Office of Personnel Management (OPM) has approved an exception to the 1039-hour time limitation for this position. This approval may extend the time limitation up to 1560 hours for this temporary seasonal appointment.

A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected. The display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay.

This announcement may be used to fill additional positions if identical vacancies occur within 90 days of the issue date of the referral certificate.

This is an excepted service appointment that does not confer competitive status.

Government housing is not available.

All travel, transportation, and relocation expenses associated with reporting for duty in this position will be the sole responsibility of the selectee.

Alaska currently does not have a state income tax.

Selectee may be moved between duty stations within park boundaries.

Physical Demands: Duties require the incumbent to sit, stand, stoop, bend, kneel, climb, crawl, work in uncomfortable positions, and possibly walk over rough, uneven terrain. The incumbent may be required to wear protective clothing, gloves, face shields, and/or a respirator that may be uncomfortable; and the incumbent is expected to work from ladders, scaffolds, rooftops, and/or elevated platforms. The incumbent is expected to be able to lift up to 50 pounds unassisted and may be expected to lift and/or carry items exceeding 50 pounds in weight.

Working Conditions: Work is typically performed in both indoor workshops and outdoor work sites. Work outside may be subject to extreme weather conditions, with wind, rain, snow, and ice, in temperatures ranging from below 0 to over 100 degrees. Depending on the geography of the park unit assigned, work may take place at elevations ranging from sea level up to 10,000 feet. The incumbent is exposed to sawdust, noise, fumes, vibration, cuts, and abrasions from the use of tools and equipment, and may occasionally be exposed to hazardous materials that can cause skin, eye, and respiratory irritation and burns, as well as microbiological organisms and potentially hazardous wildlife. The incumbent is expected to wear personnel protective equipment as required and comply with all safety and occupational health requirements.
