Duties

Help

-Leads project management efforts for the Snake River Area Office (SRAO) Reserve Power Program and SCADA Program, including planning, scheduling, coordination, and technical oversight to ensure program objectives are met.

-Creates, reviews, and modifies engineering drawings, schematics, and maps for dams, powerplants, and related structures using CADD software (AutoCAD, Civil 3D, SolidWorks) and drafting techniques.

-Interprets engineering drawings, specifications, and technical resource materials (e.g., topographic maps, geologic reports) to support design and field operations.

-Prepares technical documentation, reports, and presentations, and communicates findings to engineers, contractors, and stakeholders to support project decisions.

-Serves as Contracting Officer's Representative (COR) for assigned construction, service, and supply contracts, providing technical oversight, monitoring compliance with FAR and Bureau guidelines, and managing contract administration activities.

Qualifications

In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience/ education requirement - this information must be clearly supported in the resume.

For the GS-09: Applicants must possess one year of specialized experience equivalent to at least the next lower grade level GS-08 in federal service. Specialized experience at this level is defined as experience reviewing construction documents, reviewing engineering drawings, contract submittal processes, and preparing construction progress and technical reports. Experience working with all aspects of contract principles, techniques, methods, and procedures of construction contracting.

OR

Have successful completion of two full years of graduate education or a master's degree with a major directly related to the work of the position (i.e. engineering or industrial technology, construction management, physics, drafting, surveying, physical science, mathematics, or other related field).

For the GS-10: Applicants must possess one year of specialized experience equivalent to at least GS-09 in the federal service. Specialized experience is defined as experience performing COR duties to monitor contractor compliance with technical requirements or revising engineering drawings or validating field data for water storage or power facilities or working with reserve power customers to resolve problems.

For the GS-11: Applicants must possess one year of specialized experience equivalent to at least GS-10 in the federal service. Specialized experience is defined as experience leading project management for programs such as reserve power or SCADA, including planning and technical oversight. Performing COR oversight duties for service work.

Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).

Education

This vacancy announcement allows substituting education for experience.
