Help

Major Duties:

  • The incumbent is responsible for supervising all or part of the trail crew operation and grounds operations for the Delaware Water Gap National Recreation Area and reports directly to the supervisor in charge of the parkwide roads and trails and grounds mowing crew operation.
  • The incumbent will work closely with the Outdoor Recreation Planner, Roads and Trails Facility Manager and the Office of Strategic Planning and Project management in trail planning, trail work planning, and compliance for trail work to help develop and enhance a state-of-the-art trail program in the park.
  • Responsible for submission of requisitions for replacement of backcountry signs to the backcountry sign shop.
  • Responsible for instructing employees on safety requirements for job assignments and for reviewing and reporting accidents. Provides weekly tailgate safety sessions and actively participates in all on-going safety program.
  • Creates trails projects in the Project Management Information System (PMIS). Works with regional and WASO.

You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. Please indicate in your application whether you possess a valid State driver's license.
  • Uniform: You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.
  • Able to lift 100 pounds and may be required to walk 20 miles.



Qualifications

In order to be qualified for this position you must possess the ability to do the work of the position with no more than normal supervision. You must have experience providing supervision and oversight to a variety of trade workers including crafts such as carpentry and masonry as it pertains to maintenance, roads and trails. Responsible for the planning, estimating, and scheduling of complex work projects, equipment replacement, preventative maintenance, snow removal, new construction, and recurring work in the general maintenance of trails, grounds, signage, and bridges, throughout the park. Ensure that short and long term projects are completed on schedule. Experience developing performance standards, evaluating employee performance as well as initiating disciplinary actions for performance and conduct issues. Supported park operations during significant weather events and been relied upon to ensure facilities are operating during emergencies. Ensure staff are properly trained in the safe use of equipment, proper protective gear and ensure safe work practices are followed.

Physical Demands: Moderate physical exertion is required to lift, carry, and use hand and power tools. Heavy physical exertion is required to carry and roll rocks and logs, to move rocks of several tons with rock bars, and to use hammers to crush or shape rock, etc. Heavy physical exertion is required to frequently lift and carry objects weighing up to 100 pounds. may be required to walk up to 20 miles a day carrying supplies and equipment. Exerts light physical effort in reaching, bending, turning, or moving hands, arms, feet, and legs to operate hand and food controls. Requires good physical stamina and strength in arms, back, and legs to lift objects.

Working Conditions: Work will be performed both indoors and outdoors. Office setting may require prolonged periods of sitting at desk or in meetings. Trail work is dusty and hazardous conditions may exist when moving rock, working in and around rockslide areas, falling and bucking trees, and while working with powered hand tools. Operates vehicles in all kinds of weather in a controlled traffic environment throughout the park. Exposed to dirt and fumes, and to the possibility of cuts, bruises, and broken bones as a result of accidents while driving or from falling objects when loading and unloading the vehicle. Exposed to danger of strained or wrenched muscles. Also exposed to roe burns and cuts. Is exposed to sun, rain, snow, high winds, and temperature ranging from 10 degrees to 90+ degrees F.

Documentation for the Land Management Workforce Flexibility Act (LMWFA) eligibility, submission of ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA. Performance documentation can be obtained by contacting the supervisors for the positions you served in during your 24 months. If they did not complete performance appraisals, ask them to provide a statement of performance for each period of service. The statement must specify the dates for each employment period and your level of performance (dates should match the dates on the SF-50s).
