Major Duties Statement

The position is a Maintenance Mechanic Supervisor for the Blue Ridge Parkway. Two positions are being recruited, one at each of the following locations: Oteen Sub-District, located in Asheville, North Carolina or Balsam Sub-District, located in Balsam, North Carolina. The position is a working supervisor, assigned responsibility for daily maintenance operations and the construction and repair of physical facilities within the assigned area. The position provides daily supervision and direction to assigned workers to accomplish trades work and maintenance, construction, and repair operations on a variety of facilities including historic structures, water and wastewater utilities, roads, trails, maintained landscapes. The incumbent organizes, directs, and reviews activities performed largely by Parkway maintenance personnel but may also be assigned supervision of such work by private contract. Incumbent is required to be available on call to respond to emergencies during off duty hours.


Area/Duty Station Information

The Blue Ridge Parkway extends 469 miles along the crest of the southern Appalachian Mountains through North Carolina and Virginia between two eastern national parks - Shenandoah and Great Smoky Mountains. Asheville, North Carolina - The duty station is located on the Blue Ridge Parkway at the Oteen Maintenance Area, which is located in Asheville, North Carolina. All goods and services are available in Asheville and the surrounding communities.

Balsam, North Carolina - The duty station is located at the Balsam Gap Maintenance Area, which is near the city limits of Waynesboro, NC. All goods and services are available in Asheville and the surrounding communities.

  • Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program.
  • You will be required to submit to a drug test and receive a negative drug test result prior to appointment. In addition, this position is subject to random testing for illegal drug use.
  • You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
  • You may be required to complete training and operate a four-wheel-drive vehicle
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • You will be required to obtain and maintain a valid state C-Well Water License within 12 months of employment of entry on duty.
  • You will be required to obtain and maintain a valid state Grade 1 Wastewater Treatment Plant License within 12 months of entry on duty (Balsam, NC Supervisor Only).
  • You will be required to operate a chain saw in order to buck, limb, cut and/or fell trees. You will be required to obtain and maintain a current NPS Working Faller certification within two (2) years of appointment.
  • You will be required to obtain and maintain a current state issued Class "B" or higher commercial driver's license (CDL) within 12 months of entry on duty.
  • If you are a new supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home up to 5 nights per month. you must obtain a government charge card for travel purposes.
  • Government Charge Card: You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.

As a condition of employment for accepting this position, you will be required to serve a 1year probationary period during which your fitness and whether your continued employment advances the public interest will be evaluated.

This probationary period is an extension of the appointment process and therefore requires the agency to determine if continued employment would advance the public interest, meet the organization goals and mission of the agency, and/or otherwise promote the efficiency of the service. Physical Demands: The incumbent must balance responsibilities by working both indoors and outdoors. Indoor work is mostly sedentary. Indoor work is sedentary with occasional physical activity (walking, climbing, bending, and stooping.) Incumbent is exposed to a variety of seasonal weather conditions while working outdoors (temperatures =20 to 90+ degrees). Subject to danger of falling from ladders or scaffolding. Exposed to dust, dirt, wind, and rain. May work with dangerous chemicals and around moving equipment, paints, solvents, etc. May be exposed to electrical shocks, and biting insects.

Working Conditions: Work is performed outdoors in all types of weather and temperature. Incumbent is subject to discomfort form periods of exposure in the sun, heat, cold, wind, snow or rain; and unpleasantness from dust, equipment noise, vibration and fumes. Documentation for the Land Management Workforce Flexibility Act (LMWFA) eligibility, submission of ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA.
