WHAT YOU'LL BE DOING DAY TO DAY

As a Supervisory IT Specialist, you will apply your knowledge of and experience with the Administration for Children and Families (ACF) to drive business results and strengthen the customer experience through the following duties:


Platform Engineering Manager:

Provides advanced expertise and management guidance to the Ops Director and senior executives on strategic planning, policy, program operations, and performance accountability for an integrated portfolio of IT services; develops short- and long-term technical plans affecting all aspects of the agency; establishes policies, standards, and evaluation procedures; leads evaluations of IT systems and services; and directs changes to improve the quality, effectiveness, and responsiveness of IT services across ACF.

Manages large-scale IT programs by reviewing and analyzing requirements, costs, and resources; developing written action plans with milestones; applying in-depth knowledge of government contracts and financial and schedule management; leading evaluations of IT services to ensure customer and management expectations are met; and coordinating program management activities that support the effective delivery of IT services throughout ACF.

IT Program Manager:

Provides advanced expertise and management guidance to the CTO and CIO on strategic planning, policy, program operations, and performance accountability for the development and administration of an integrated portfolio of IT services; provides recommendations on portfolio management, capital planning, investment processes, and IT service management; develops short- and long-term initiatives and technical plans affecting all aspects of the agency; and leads evaluations of IT systems and services to ensure customer requirements and management expectations are met effectively and efficiently.

Provides overall technical leadership and direction to the IT community in the development and delivery of IT services; manages efforts to transform IT infrastructure and operations through automation and data-driven solutions; leads and oversees staff and contractors on projects and initiatives to resolve complex technical issues; maintains expertise in current and emerging technologies; and serves as senior advisor to the CTO, CIO, and ACF leadership on the design, development, and deployment of systems and services that support organizational mission and business decision-making.

Cyber Defense Manager:

Plans, coordinates, and controls ACF-wide information system security and privacy by establishing and implementing security policies, procedural and technical standards, ensuring compliance with federal laws and regulations, overseeing FISMA reporting, security authorizations, continuous monitoring, and POA&M management, and assuring that information systems are protected at a level commensurate with risk and potential impact.

Provides executive leadership for developing, administering, staffing, and supervising the ACF-wide IT security program by overseeing federal and contractor personnel; implementing enterprise initiatives such as zero trust, continuous diagnostics and mitigation, cloud security, and trusted internet connections; applying security performance measures and analytics, including AI-enabled predictive modeling; and driving continuous improvement to remediate threats, mitigate vulnerabilities, and enhance enterprise cyber resilience.

WHAT WE ARE LOOKING FOR

Basic Qualifications:
The duties of an Information Technology Specialist, GS-2210 position require the incumbent to have IT-related experience demonstrating each of the four following competencies:

1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail;

2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services;

3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately;

4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Platform Engineering Manager Minimum Qualifications: You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-14 grade level in the Federal service performing at least ALL of the following:

1: Directs enterprise-wide IT operations and strategy by leading cross-functional teams, setting mission-aligned priorities, and advising senior executives on IT policy, governance, and performance accountability to ensure reliable, secure, and effective delivery of IT services.
2: Manages large-scale IT programs by establishing performance measures and overseeing contracts, budgets, and schedules to ensure effective and reliable delivery of IT services.

Cyber Defense Manager Minimum Qualifications: You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-14 grade level in the Federal service performing at least ALL of the following:

1: Leads an enterprise-wide IT security and privacy program by establishing policy, ensuring compliance with federal cybersecurity requirements, managing risk-based controls, and advising senior leadership to protect information systems and mission operations.

2: Manages and modernizes a cybersecurity program by overseeing personnel and resources, implementing enterprise security initiatives and emerging technologies, and using performance data to strengthen cyber resilience.

IT Infrastructure Manager Minimum Qualifications: You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-14 grade level in the Federal service performing at least ALL of the following:

1: Directs an integrated portfolio of IT services by advising senior leadership on strategy, policy, capital planning, and performance management to ensure effective, efficient, and mission-aligned delivery of IT services.

2: Provides technical leadership and executive advisory services by guiding IT modernization efforts, consulting on technical issues, supervising staff, and leading initiatives to improve the effectiveness and security of enterprise IT services.
