This position is being filled using the Alaska National Interest Lands Conservation Act (ANILCA) local hiring authority (16 USC 3198). Any U.S. Citizen who has acquired special knowledge or expertise regarding the natural or cultural resources of Katmai National Park and Preserve, by reason of having either lived or worked in or near the unit may apply. See Qualifications section for eligibility requirements.

Duties

Help

Duties of the position include, but are not limited to the following:

  • CARPENTRY: Performs advanced carpentry and structural repair work on park homes, outbuildings, and operational facilities. Determines material needs, interprets plans, sequences work, and leads lower-graded workers. Ensures completed work meets code, safety, and durability standards.
  • PAINTING: Carries out interior and exterior painting projects requiring expert surface preparation, coating selection, and quality control. Manages proper handling, preservation, and storage of paints and equipment. Trains others in best practices.
  • PLUMBING: Independently troubleshoots, maintains, and repairs plumbing systems across multiple dispersed park facilities. Performs advanced diagnostics and restoration of oil-fired boiler components, fuel lines, valves, circulators, and control systems.
  • ROOFING: Evaluates roof systems, identifies structural and material failures, and performs higher-complexity repairs on metal, asphalt, and wood shingle roofs. Ensures safe work execution and provides guidance to team members.
  • ELECTRICAL: Executes higher-level minor electrical repairs including lighting circuits, switch installations, fixture replacements, and troubleshooting of boiler system electrical components. Recognizes hazardous conditions and restores safe functionality.
  • JANITORIAL: Oversees janitorial assignments, ensuring cleanliness standards and proper upkeep of offices, restrooms, and workspaces. Monitors supply inventories and ensures task completion.
  • LEADERSHIP: Functions as a working leader by assigning tasks, training staff, inspecting completed work, and enforcing safety compliance. Communicates progress, material needs, and issues to supervisors.
  • OTHER DUTIES: Supports broad maintenance functions including welding, brazing, minor automotive repair, equipment operation, snow removal, and other tasks requiring independent judgment and technical skill.

  • You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.

  • You may be required to complete training and operate a four-wheel drive vehicle.

  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.

  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.

  • You may be required to travel overnight away from home up to five nights per month.

  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.

ELIGIBILITY REQUIREMENTS:
Special knowledge or expertise concerning the park's or preserve's natural and/or cultural resources and the management thereof is required. Local knowledge of the resources and the typical conditions that affect the work to be accomplished will be applied in the performance of duties.

Areas considered "near" Katmai National Park and Preserve are Federal Subsistence Areas of Unit 17C, as well as Unit 9A, 9B, 9C, and 9E, to include the communities of Naknek, King Salmon, Dillingham, Clarks Point, Ekwok, South Naknek, Koliganek, Port Alsworth, Nondalton, Pedro Bay, Iliamna, Newhalen, Kokhanok, Igiugig, Levelock, Egegik, Pilot Point, Ugashik, Port Heiden, Chignik, Chignik Lagoon, Chignik Lake, Perryville, and Ivanof Bay.

The following are the competencies identified for this position. Applicants are not required to address these competencies in a separate document but are encouraged to include in their resumes experience related to these competencies:

  1. Knowledge of different types of controls used for the operation of the equipment. Ability to arrange equipment and cargo for the best support hauling materials, supplies, tools and helpers.
  2. Knowledge of standard carpentry methods and techniques including the ability to build rough construction from work drawings.
  3. Basic painting knowledge to be able to prepare common surfaces and paint with ready mixed, oil, latex, stain and paint using brush and roller and spray equipment.
  4. Skill in handling tools and/or testing equipment such as tapes, rules, squares, hammers, power planers, hand and power saws, drills, pipe threaders, benders, packing and caulking irons, pipe wrenches, volt/OHM amp meters.
  5. Ability to understand and follow work orders, diagrams and schematics related to carpentry, plumbing, and electrical.

There is no substitution of education for the required special knowledge or expertise concerning the park's or preserve's natural and/or cultural resources and the management thereof as outlined in this announcement.

Additional information

NOTE: In support of Executive Order (EO) 14189 "Celebrating America's 250th Birthday" and EO 14314 "Making America Beautiful Again by Improving our National Parks," the Office of Personnel Management (OPM) has approved an exception to the 1039-hour time limitation for this position. This approval extends the time limitation to 1560 hours for this temporary seasonal appointment.

A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected. The display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay.

This announcement may be used to fill additional positions if identical vacancies occur within 90 days of the issue date of the referral certificate.

This is an excepted service appointment that does not confer competitive status.

Government housing is available.

All travel, transportation, and relocation expenses associated with reporting for duty in this position will be the sole responsibility of the selectee.

Alaska currently does not have a state income tax.

Selectee may be moved between duty stations within park boundaries.

Physical Demands: Works from ladders, scaffolds and platforms. Where surfaces are to be coated, or the parts of systems worked on are hard to reach requiring incumbent to stand, stoop, bend, kneel, climb and work in tiring and uncomfortable positions. Frequently lifts, carries and sets up parts and equipment that weigh up to 50 pounds.

Working Conditions: The work is done inside and outside where dirt, spray and fumes are present. Also required to work in extreme weather conditions and/or wear protective equipment and clothing that are sometimes heavy and uncomfortable. Frequently exposed to the potential risk of broken bones, shock, burns, cuts and bruises.
