This position is part of the Office of the Chief Human Capital Officer - Power Marketing Administration HR Shared Service Center. As a Supervisory HR Specialist, you will provide direction and oversight of HR advisory services ensuring exceptional customer service through effective and efficient HR products and service delivery to a geographically dispersed population consisting of multiple competing DOE organizations.

Duties

Help

As a Supervisory HR Specialist, you will:

  • Provide administrative and technical supervision to a geographically dispersed population; furnish strategic HR consulting services; offer authoritative guidance on difficult, unusual, or unprecedented circumstances arising from organizational challenges and opportunities across DOE HR programs;
  • Ensure work products submitted to the Shared Service Center arrive in a ready to work state, evaluate business processes and procedures to ensure effective and efficient delivery of HR products and service;
  • Perform a full range of supervisory duties in directing a program with significant resources; Exercise significant responsibilities in dealing with officials of other units or organizations, or in advising management officials;
  • Develops quantitative and qualitative metrics, generates comprehensive reports, and conducts thorough data analysis to provide actionable insights for decision-making and to advise on complex human capital matters.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [GS-13] in the Federal service. Specialized experience for this position is defined as:

  • Serving as an expert in at least two (2) of the following HR functions: personnel staffing, employee relations, labor relations, position classification, pay administration, manpower management, executive resources, performance management, incentive awards, personnel management evaluations, benefits, and compensation.
  • Leading organizational change to improve operations.
  • Researching, analyzing, and advising senior management on sound programmatic recommendations to resolve complex issues.
  • Applying qualitative and/or quantitative analysis, sufficient to identify and resolve a wide range of complex, interrelated problems and issues.

Time-in-Grade: Current career or career-conditional GS employees of the Federal government, or former career or career-conditional GS employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Note: Time-In-Grade requirements also apply to current career or career-conditional federal employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
