Major Duties of the Park Ranger (Protection) - Law Enforcement Training Program Manager position include, but are not limited to the following:

  • Serves as national program manager with primary oversight responsibility for national level law enforcement program curriculum and course development/modification.
  • Participates in ad hoc committees with representatives of other agencies in addressing training polices, academic requirements, etc.; and may represent the National Park Service and or Law Enforcement Training Center with other organizations in the development of training standards and programs.
  • Develops and executes both short-term and long-term program goals and budgets.
  • Establishes and maintains ongoing effective program liaison with organizations and individuals.
  • Conducts organizational reviews to include position management and use of contractors.

  • Selectee(s) must be free of any domestic violence convictions. Appointment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination.
  • You will be required to submit to a drug test and receive a negative drug test result prior to appointment. In addition, this position is subject to random testing for illegal drug use.
  • Prior to appointment, you must be determined physically fit by an authorized government physician to perform strenuous and physically demanding duties; and also pass a medical examination (which includes vision, hearing, cardiovascular, and mobility of extremities) given by an authorized government physician. You will also be required to undergo periodic medical examinations throughout employment.
  • Prior to appointment, the people selected for these positions must be determined physically fit by an authorized physician to perform strenuous and physically demanding duties, pass a medical examination, and pass the Physical Efficiency Battery (PEB). The PEB is a fitness test consisting of five different components: 1) agility run - measures the ability to get up from the ground and sprint while changing directions; 2) bench press - measures upper body strength for one repetition; 3) 1.5 mile run - measures cardio/respiratory fitness; 4) sit and reach - measures flexibility in the lower back, legs and shoulders; and 5) body composition - measures body fat. Prior to appointment, selectees will be tested in all five components, and must pass the agility run, bench press and 1.5 mile run in the 25th percentile.

Qualifications

All qualifications must be met by the closing date of this announcement-01/28/2026-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

Selective Factors: Applicants must meet ALL of the following to qualify:

  1. Applicants must be at least 21 years of age.
  2. Mandatory Law Enforcement Commission: Applicants must meet one of the following criteria by the close date of the announcement to be considered for these positions: Currently hold or have previously held (within the past three years), a National Park Service full (Level I) law enforcement commission, or equivalent within the past three years. You MUST certify in your supporting documents the possession of at least one of the above criteria. Include your commission number with expiration date within your resume.
  3. You must possess prior law enforcement experience as gained by substantial service (three (3) years of service) in a primary rigorous law enforcement position or equivalent experience outside the Federal government.
- AND -

Applicants must possess the following minimum qualification by close of the announcement:
  • EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Experience at this level must include all of the following: 1) providing expert guidance and training on law enforcement procedures as a law enforcement instructor; 2) developing law enforcement training curriculum using advanced principles and techniques to include lesson plan development, research, curriculum review, development, and revision; 3) conducting technical training and education programs including development of law enforcement training curriculum as a certified law enforcement instructor; 4) developing course materials utilizing different approaches and methods to instruction in classroom settings and practical exercises, include evaluation of student performance for both team and individual training settings to determine behavior anchor points and acquired skills/abilities; and 5) maintaining working relationships with key stakeholders to complete joint training projects or to share best practices; and developing and delivering presentations to students and management officials. Substantial prior primary law enforcement experience either inside or outside the Federal government (e.g. investigating, apprehending or detaining criminals or criminal suspects).
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Demands - Office work occasionally requires long hours of desk work and can be stressful in that the incumbent is often faced with short deadlines, conflicting priorities and must occasionally resolve conflicting viewpoints. The work entails periodic travel to parks and offices throughout the NPS. Site-specific fieldwork associated with program responsibilities may involve occasional strenuous activity, exposure to rugged terrain and travel by small plane, helicopter, watercraft, or specialized vehicles. The incumbent must be able to safely utilize firearms, less than lethal weapons, and defensive tactics, and must be prepared at all times, to defend him/her-self and others against physical and armed attack, including the use of physical violence or deadly force. Due to the law enforcement requirements of this position, mandatory physical fitness and medical standards apply to the incumbent as set forth in the requirements of Department Order #57 Medical Standard Program.

Work Environment - Most work is performed in an office setting, but field work can entail a wide variety of geographical settings and exposure to natural elements and weather extremes.
