Duties

Help

Major duties include:

  • Serves as primary staff advisor in the development and implementation of the Construction Safety Program for all construction activities in the Grand Coulee Power Office Region and Boise, ID Region.
  • Works closely with managers, supervisors, inspectors, and contractors in achieving compliance with safety program requirements including accident prevention; safety education and promotion; accident investigation, analysis and reporting; occupational health; fire prevention and protection; and public safety.
  • Provides technical assistance to Regional Safety and Occupational Health Manager on matters relating to planning, design, development, rehabilitation, installation, and operations in all Grand Coulee Power Office and Boise, ID region work areas.
  • Identifies/recognizes program improvements and develops recommendations for the Regional Safety and Occupational Health Manager.
  • Organizes, participates in and/or leads accident/injury investigation teams to identify causes of accidents and contributing factors, and recommend corrective action to management.

Qualifications

In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume.

To qualify at the GS-12, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-11 level in federal service having demonstrated experience inspecting or surveying workplaces and identifying or recommending corrective actions to high level management, managing a training program comprised of workers, supervisors, managers, or other safety and occupational health personnel and participating in and/or leading accident/injury investigation teams to identify causes of accidents and contributing factors.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).

You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 01/02/2026.

This position does not allow substituting education for experience.

Permanent Change of Station (PCS) expenses or first-post-of-duty relocation expenses are authorized, as applicable, with the exception of the Guaranteed Home Sale Provision. The Tax Cuts and Jobs Act (TCJA), signed into law December 2017, suspends the moving expense deduction and the exclusion from income of qualified employer reimbursements of moving expenses that was allowed under previous tax laws.
