This position is being filled using the Alaska National Interest Lands Conservation Act (ANILCA), local hiring authority (16 USC 3198).
Any U.S. Citizen who has acquired special knowledge or expertise regarding the natural or cultural resources of Katmai National Park, by reason of having either lived or worked in or near the unit, may apply. To be eligible your resume must clearly show periods of time having lived or worked in or near the area of consideration (see Qualifications section).
You will work as a Utility Systems Repairer-Operator, WG-4742-07 at Katmai National Park and Preserve. Duties include but are not limited to the following:
Operation of various water treatment systems at King Salmon and Brooks Camp: Water systems require water inspections and testing rounds must be accomplished a minimum of 20 times per month. Incumbent is responsible for maintaining water systems in good condition through installing, maintaining and repair, pumps, holding tanks, distribution pumps, Walchem and LMI metering pumps, injection points, and distribution systems. Incumbent will be responsible for seasonal start up and shut down of the various well houses holding tanks and distribution systems. Most notably, operator will winterize systems thoroughly.
Samples and Organization: Incumbent will oversee collecting water samples and keeping associated records organized. Incumbent must retain records for each system and correspond to the appropriate Public Water System Identification Number (PWSID). Operator will be responsible for monthly collection samples and coordination of lab test results along with maintaining annual records with notes regarding amounts of solution made, chemicals used, residual readings, repairs and modifications. Responsible for regular storage of well houses. Responsible for writing the annual consumer confidence reports as required by EPA and AK Department of Environmental Conservation (DEC).
Wastewater Collection and Treatment: Incumbent operates three wastewater systems and several vault toilets. Responsible for maintaining the wastewater collection lines in good condition. Will be involved with annual sludge and septic tank sludge removal, treatment, and disposal operations. Incumbent will be responsible for overseeing the annual pumping of septic sludge and vault toilet sludge, treatment and disposal.
Plumbing: The incumbent will perform plumbing related duties which will include planning, layout, and routing of piping systems specifically related to the water and wastewater fields. Ability to adjust and ensure the proper operation of the water and wastewater systems. Install, modify, and repair new and existing utility, supply, and disposal systems and equipment such as sewage, water, oil, and gas distribution systems, and water closets, tubs, sprinklers, and showers. Responsible for preventive maintenance of the equipment and systems will be stressed including tools of the trade such as pipe threaders, wrenches, transit, tapping machines, pipe snapper, manual and power tools associated with the field.
Electrical: Incumbent will work with generated power and will be expected to do routine maintenance on 105 and 60 Kilowatt cummings generators. Performs tests and diagnoses of single and three-phase motors and rheostats, timers, sensors, and ballasts. Completes routine maintenance, makes repairs, troubleshoots systems and individual components, makes replacements, and installs new systems, components, and equipment. Maintains and troubleshoots systems ranging from large primary voltages to small millivolt/milliamp digital equipment. Diagnose and repair electrical parts.
Additional Duties: The incumbent will be required to accomplish minor maintenance to buildings, housing and grounds using the following building maintenance skills: hydraulic repair, plumbing, painting, and carpentry. Advises management and department chiefs on ways to minimize the Park's waste stream and the production / storage of hazardous materials. Also conducts park housing check-in and check-out of employees. Oversee housing grounds and maintenance operations. Helps with freight and cargo handling and will utilize park equipment vehicles, trucks and loaders for these operations to include timely documentation of daily tasks accomplished per pay period using computerized systems. Must be able to work safely in the Building and Utility trades; use appropriate Personal Protective Equipment; participate in tailgate Safety and Job Hazard Analysis meetings; comply with State and Federal regulations; and follow policies and guidelines related to ethics and workplace conduct.

You will be required to submit to a drug test and receive a negative drug test result prior to appointment. In addition, this position is subject to random testing for illegal drug use.
This position is subject to drug testing based on the collateral duty requiring firearms in the back-country or other locations for non-law enforcement reasons such as protection from animals.
You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. After selection, you may be required to submit a GSA Form 3607 and driving record at your own expense.
You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
Selectee must have the ability to lift as much as 50 pounds.
You will be required to complete a two-year trial (probationary) period.

Physical Demands: Work assignments typically require moderately heavy physical effort to lift, carry, or otherwise handle items typically weighing up to 50 pounds. Duties require the incumbent to maneuver into and out of specific locations while dismantling and assembling utility related equipment. The incumbent may make repairs from ladders, scaffolding, and platforms where the parts of systems worked on are in hard-to-reach places. Frequent standing, walking, bending, crouching, reaching, and stooping is typical. Occasionally, climbing and work in high places may be required, as well as the use of hoists, holders, and pulleys when handling large equipment.
Working Conditions: Work is both indoors and outdoors where the incumbent may be subject to prevailing weather conditions. The incumbent may be exposed to biological hazards or diseases while cleaning equipment or shoveling sludge, and hazardous gases such as methane, chlorine, hydrogen sulfide, and carbon monoxide. The incumbent may also be subject to electrical shock, loud noises, acids, and hydraulic fluids while working around motors and pumps. There is exposure to shock, burns, and strains. The incumbent follows prescribed safety practices and uses safety equipment such as face shields, gloves, hard-toe shoes, respirators, and protective clothing that may be uncomfortable to wear. The incumbent is required to attend and participate in safety meetings and training and review and follow safety regulations and policies prior to using Personal Protective Equipment (PPE) such as goggles, rubber mats, gloves, hard hats and respirators as the jobs require. The incumbent may be required to operate motor vehicles.
