Summary

This position is located under the Security Integration and Technology, Directorate, Technology Integration and Defense Division, Chemical Biological Radiological Nuclear Response Team. The CBRN Response Team provides complex and highly technical CBRN/Weapons of Mass Destruction (WMD) response and investigative services to the Pentagon Facilities within the NCR which encompasses a major metropolitan area, including the District of Columbia and the states of Virginia and Maryland.

Duties

Help

Incumbent typical work assignments may include the following:

  • Responds to emergencies involving criminal or terroristic use of CBRN weapons, agents, or materials.
  • Coordinates the work with others as necessary in terms of objectives created during the course of an established Incident Command.
  • Testifies as a witness and/or subject matter expert in criminal or civil court proceedings pursuant to investigations related to WMD/CBRN incidents at the Pentagon Facilities on occasion.
  • Corresponds and works directly with Federal, state, as well as local fire and emergency services personnel within the Incident Command System under the National Incident Management System.
  • Works with and support personal security details for high risk personnel, very important persons, and dignitaries.

  • The employee is required to perform hazardous duties in a dangerous environment involving live explosives and sample materials that may contain chemical, biological, radiological, and/or nuclear agents.

  • The employee must satisfactorily complete job related training and meet physical health standards required for certain courses.
  • As an employee representing PFPA, it is essential that the employee present a professional and competent image, providing appropriate responses, as well as maintain clean and neat attire, and a well-groomed, tidy appearance.
  • The incumbent must be able to obtain and maintain a Secret security clearance.
  • This position may require up to 10% occasional travel away from your normal duty station for official business on military or commercial aircraft.
  • The incumbent may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or overtime. This position is subject to recall 24/7 and the employee may be required to work shifts; days off may vary.
  • The incumbent is required to pass a mask fit test no less than annually. This position requires employees to be clean shaven in order to utilize respiratory protection equipment.
  • The incumbent must obtain and maintain a Department of Defense Hazardous Materials Technician certification within one year of appointment in this position.
  • The incumbent must possess and maintain a current driver's license from one of the 50 States, the District of Columbia, or Puerto Rico, where domiciled or principally employed to operate government owned vehicles.
  • The incumbent is required to pass a pre-employment and physical examination once every 4 years to demonstrate medical qualifications to operate the appropriate motor vehicle safely for this position

  • The employee must be in a constant state of physical readiness and must be capable of demonstrating maximum physical exertion without warning. Any hesitancy, reluctance, or inability to fully engage in a critical situation that requires full-unrestricted physical capabilities could have tragic, if not fatal, consequences.
  • The following medical requirements apply to all employees: good near and distant vision, ability to distinguish basic colors, emotional and mental stability, and the ability to hear the conversational voice. In addition, the position requires common physical characteristics and abilities in agility, dexterity, and strength to endure regular and recurring physical exertion such as long periods of standing, walking, driving, bending, stooping, carrying, or moving heavy or unwieldy objects over 50 pounds, running, climbing, crouching, crawling and kneeling during pursuit possibly in restricted, dark and hot or cold spaces, or defending oneself or others against possible exposure to explosives, chemicals, or other weapons of mass destruction.
  • This position is designated as a Testing Designated Position (TDP) under the civilian drug-testing program. As a mandatory requirement for employment in this TDP, the incumbent is to (a) refrain from the use of illegal drugs and (b) if required, submit to urinalysis testing. The selectee must sign statements acknowledging the position is identified as a TDP.
  • The employee assigned to this position is designated as a MISSION ESSENTIAL EMPLOYEE. Mission essential employees may be required to report for, or remain at, work in dismissal or closure situations due to adverse weather conditions, natural disasters, or other emergency situations (e.g., building closure due to power outage) causing disruptions of government operations, and are required to maintain contact with their supervisor during any dismissal or closure situation unless specifically excused by their supervisor.
  • The incumbent is required to pass a pre-employment and yearly physical examination for this position. This position requires the employee to take and pass PFPA annual medical and physical fitness examinations; to participate in a bio-threat pathogen vaccination program (unless excused by a licensed healthcare provider); to wear personal protective equipment, i.e. self-contained breathing apparatus, etc.; and to pass all designated PFPA certification programs. The incumbent must have the capacity to perform the essential functions of the position without risk to themselves or others.
  • The incumbent is required to wear protective equipment, i.e., arc flash rated suit, tyvek suits and respirators, while working in hazardous areas. The incumbent must work in all weather conditions, unpredictable terrain, and limited access with long periods of standing, walking long distances, carrying moderately heavy objects, climbing multiple flights of stairs, and crouching, all while wearing up to and including a born b suit and Occupational Safety and Health Administration Level A suit with Self Contained Breathing Apparatus.
  • The incumbent is required wear a uniform in accordance with mandated NFPA 1975: Standard on Emergency Services requirements. The incumbent must work in all weather conditions, unpredictable terrain, and limited access with long periods of standing, walking long distances, carrying moderately heavy objects, climbing multiple flights of stairs, and crouching, all while wearing up to and including a born b suit and Occupational Safety and Health Administration Level A suit with Self Contained Breathing Apparatus.

You may qualify at the GS-11 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-09 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates:

1. Conducting investigations and inspections using Chemical Biological Radiological Nuclear (CBRN) / HAZMAT, detection equipment, principles and practices used in detection, identification, and sampling techniques; and,

2. Conducting HAZMAT decontamination operations, and,
3. Conducting HAZMAT sample collection and documentation, in compliance with standard methodologies, technologies and pertinent regulations.

OR
I possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree. (Note: You must attach a copy of your transcripts.)
or LL.M., if related.

OR
I have some specialized experience as described in A, but less than one year; and I have less than three years of graduate-level education as described in B. I have computed the percentage of the requirements that I meet, and the total is at least 100%. (To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at least to 100 percent to qualify) (Note: You must attach a copy of your transcript.)

Continued Qualifications
ACTIVE DUTY SERVICE MEMBERS:
The VOW Act Chapter 21 of Title 5, United States Code (U.S.C.), Section 2108a, requires Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, at the time they apply for a Federal job, a "certification" of active service in lieu of a DD-214, assuming the service member is otherwise eligible. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. The service member's military service dates are necessary in order to determine whether he or she meets the definition of "veteran" under 5 U.S.C. 2108(1). The "certification" must reflect the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date of submission. The "certification" must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin (if applicable), your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Further, under paragraph (h) of the rule, agencies are required to verify a qualifying separation from military service prior to appointment, through the DD-214 or other appropriate documentation. Your preference and/or appointment eligibility will be verified prior to appointment. Active duty members that fail to provide a valid "certification" of service with their initial application will be found "not eligible." Military members may be appointed before the effective date of their military retirement/separation if member is on terminal leave.

Current or Former Political Appointees: Beginning January 1, 2010, agencies must seek prior approval from OPM before they can appoint a current or recent political appointee to a competitive or non-political excepted service position at any level under the provisions of title 5, United States Code.
