This is a Direct Hire Public Notice, under this recruitment, applications will be accepted for each location and/or installation identified in this Public Notice and selections are made for vacancies as they occur. This position is being filled under Direct Hire Authority (DHA) in accordance with Section 1109 of FY 2020 NDAA; P.L. 116-92 and Section 9905 of Title 5, U.S.C.

Incumbents typical work assignments may include the following:

  • Serves as the lead action officer for the Under Secretary of Defense for Research and Engineering (OUSD[R&E]) in the development and defense of the annual Defense Planning Guidance and Program Objective Memorandum.
  • Provides actionable recommendations for the USD(R&E) during the Integrated Program/Budget Review, and aligning Component programs and budgets with the Research & Engineering (R&E) strategy.
  • Acts as a primary liaison for the OUSD(R&E) with the Cost Assessment and Program Evaluation (CAPE), Policy office, and other key external stakeholders.
  • Drafts Department-wide Science and Technology (S&T) guidance for components, identifies necessary investments, reviews and evaluates technical reports from Components, and aligns them with current R&E budgetary issues and strategies.
  • Conducts research and analytical studies on program concepts and future systems using methodologies such as financial management, mathematics, and economics to develop cost analyses and estimates.

You may qualify at the NH-IV (GS-14/15) level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the NH-III (GS13) grade level in the Federal service (experience may have been gained in the private sector) that demonstrates: Expertise in the Planning, Programming, Budgeting, and Execution (PPBE) process and the congressional legislative process; Comprehensive understanding of contracting regulations, principles, and processes, including the Federal Acquisition Regulation; Advanced knowledge of program planning and the budgeting cycle; Proficiency in designing and implementing advanced data collection methods, using computer-based spreadsheet applications such as Microsoft Excel for data completion, qualitative evaluation, and presentation; Develop quantitative analyses based on data collection and evaluation efforts, and Effective communication skills, both oral and written, for addressing complex financial issues in response to congressional actions, including the preparation of Congressional appeals or briefs.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
