This position is part of the Deputy Administrator for Naval Reactors, Department of Energy.

The Deputy Administrator for Naval Reactors is also the Director of the Naval Nuclear Propulsion Program and the Deputy Commander, Naval Nuclear Propulsion Directorate, Naval Sea Systems Command. Responsibilities for this Program area are contained in Executive Order 12344 of 1 February 1982, which is codified in 42 U.S.C. §7158 and 50 U.S.C. §§ 2401 and 2406.

Help

As a Program Manager (Director, Shipbuilding Contracts). you will:

  • Performs work of exceptional complexity and responsibility with wide latitude for independent judgment in developing and effecting a coordinated and effective shipbuilding contracts plan. The shipbuilding contracts program has a critical impact on the highly complex Naval Nuclear Propulsion Program (NNPP), involving the combined efforts of multiple contractors and facilities.
  • Develops, coordinates, and implements program policies and procedures relating to procurement, acquisition, and contract administration activities. Supervises and directs these functions within headquarters and ensures headquarters policies and procedures are implemented in DOD, Department of the Navy (DON), and Naval Sea Systems Command (NAVSEA) shipbuilding contracts. Defines major policy considerations requiring the attention of the Director and advises the Director on financial and other business matters affecting the Program's work.
  • In conjunction with appropriate Navy officials, develops and implements Program policies and strategies for Navy nuclear-powered ship acquisition programs. This includes all phases of acquisition: strategy formulation, procurement, contract administration, and contract close out.
  • Represents the Director, Naval Reactors with senior officials within the Program, DON, DOD, other Government agencies, and senior/corporate level contractor management to develop plans and strategies critical to the success of DON acquisition programs relating to naval nuclear propulsion. Constantly interacts with Deputy Assistant Secretaries, Assistant Secretaries, Senior Directors, and Flag Officers.
  • Plans, coordinates, approves, and at the headquarters level, supervises all major nuclear-powered ship construction, maintenance, and modernization contracts. Program procurements cover the full range of requirements from research and development to production and includes prime contracts for the operation of Government-owned laboratories and prime and subcontracts of virtually every type. This effort involves establishing Program procurement policy, requirements identification, procurement strategy, and enforcing (at the headquarters level) the terms and conditions of prime contracts, operating contracts, and subcontracts.
  • Coordinates and directs the evaluation of shipbuilder proposals involving nuclear-powered ship construction, overhaul, and refueling. Provides consultation to senior Program technical management on contractual matters pertaining to contractors and ship acquisition programs.
  • Reviews, evaluates, and controls the integration of technical evaluation and procurement strategy to ensure the resulting contract fulfills all Program requirements. Provides information and counsel to senior Naval Reactors Technical personnel for relevant contractual matters.
  • Provides oversight contracts and subcontracts valued at roughly $20 billion annually with roughly $150 billion in active contracts.
  • Ensures shipbuilding contract/subcontract administration is uniform within the Program and compliant with applicable DOD policies. Makes recommendations to the Director, Naval Nuclear Propulsion on policies and procedures to improve performance in acquisition strategy, procurement, and contract administration areas. As necessary, proposes revisions to Program policies and procedures to improve performance in the areas of procurement, contract/subcontract administration, and cost control. Provides guidance and support to appropriate legal counsel pursuing contract dispute litigation before the Boards of Contract Appeals and Federal District Courts. Coordinates with the Defense Contract Management Agency Headquarters for quality assurance policies, procedures and regulations pertaining to Program work.

SPECIALIZED EXPERIENCE REQUIREMENTS:
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-15 in the Federal service. Specialized experience for this position is defined as:

  1. Extensive knowledge of shipbuilding contracts/subcontract administration and compliant with applicable policies to improve performance in the acquisition strategy and contract administration areas.
  2. Experience of coordinating and directing the evaluation of shipbuilder proposals, involving nuclear-powered ship construction, overhaul, refueling, and controls.
  3. Ability to plan, coordinate, approve at the headquarters level, supervise all major nuclear-powered ship construction, maintenance, and modernization contracts.
