Incumbent typical work assignments may include the following:

  • The incumbent reports directly to the Director, Surface Warfare. Serves as the Deputy Director for Integrated Air and Missile Defense (IAMD) and is responsible for developing, analyzing, coordinating, and recommending Directorate/DASD/OUSD(A&S) positions and views for Capability Portfolio Management across the IAMD Enterprise.
  • Leads the oversight of the assigned portfolio and identifies issues or potential issues, to include development of recommendations to address identified issues. Potential issues include unrealistic cost and schedule estimates; inadequate understanding and management of technical risk, unsound management practices, inappropriate acquisition strategies; immature technology and inadequate industrial base capabilities. Integrates across military service staffs and OSD offices to provide coordinated assessments, answers to OSD and Congressional leadership, and facilitates resolution of emerging issues.
  • Supports DoD's strategic reviews as directed with analysis of assigned mission capability portfolios (to include Army's Integrated Air and Missile Defense, Patriot, Guam Defense System, Air and Cruise Missile Defense of the Homeland, THAAD, AN/TPY-6, PAC family of missiles, SPY-1, SPY-6, AEGIS, JTM, C2BMC, etc.) with emphasis on mission capability gaps. This includes making critical recommendations on tradeoffs among programs within mission portfolios to buy the right things and balance the budget across Services and warfighting domains.
  • Assesses mission threads within critical mission capability portfolios for overall performance in support of OUSD(A&S) participation in OSD Program and Budget Reviews and in support of Congressional reporting requirements, working collaboratively with military service staffs, the Joint Staff and Cost Assessments and Program Evaluation (CAPE), as well as other OSD organizations.
  • Works closely with the office of the Undersecretary of Defense for Research and Engineering (USD(R&E)) to promote early risk reduction and demonstration technologies essential to new system planning and programming, as well as to mature mission engineering and related analytical processes and functions.
  • Analyzes mission capability portfolios across the DoD to assess cost, schedule, and performance and risks associated with the system-of-systems (SoS) required to execute mission threads with a mapping back to IAMD sensor and weapons portfolio capabilities.
  • Incumbent utilizes an effects/kill chain framework to assess and manage the wholeness of mission threads across the Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, Facilities, and Policy (DOTMLPF-P) spectrum to achieve desired effects and mission success for IAMD.
  • Provides advice and staff support to the USD(A&S), ASD(A) and their teams with respect to operational analysis and mission gaps translated back to platform and weapon deficiencies, Science and Technology solution insertion points and concepts of employment, and Research and Development requirements for the future solution space and "to-be" systems architecture across appropriate mission areas.
  • Reviews and evaluates monthly and quarterly status reports on assigned major acquisition programs.
  • Develops and evaluates acquisition strategies, acquisition program baselines, analyses, risk reduction plans, international cooperation plans, and other applicable documentation for assigned major programs.

In addition to meeting qualification requirements listed below, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 0801 occupational series as follows:
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
C. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
D. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
E. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
F. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.)

You may qualify at the NH-04 (GS-14/15) level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the NH-03 (GS-13) grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to:

  1. Performs strategic planning, system integration, interoperability testing/evaluation, engineering conceptual program assessments and reviews for a complex weapons development and acquisition program.
  2. Identify and resolves a broad spectrum of engineering technical issues and programmatic initiatives and providing expert judgment to inform senior leader decision making processes.
  3. Uses theory and practice of the full range of integrated air and missile defense operations to include current knowledge in military missions, requirements, and functions to execute mission threads.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. This position requires an Program Management, Practitioner acquisition certification. You will have 60 months to achieve this certification.
