Help

  • The primary purpose of this position is to supervise the performance of clerical and technical work that is associated with the collection, deposit, tracking, and expenditure of fee revenue and donations collected from the public under the authority of Federal laws and regulations such as the Federal Lands Recreation Enhancement Act (FLREA).
  • The incumbent performs assignments in accordance with all regulations governing the handling of government funds and separation of duties.
  • The incumbent performs the full spectrum of supervisory duties during the summer months for approximately 5 temporary recreation fee technicians while serving as a front-line representative for the National Park Service.
  • Provide informal and formal training and education to employees, partners, volunteers, interns, cooperating association representatives, etc. regarding highly technical automated and non-automated fee processes, systems software programs, tools, etc.
This position is located at the South Entrance to Yellowstone National Park, Wyoming, elevation 6900 feet, 97 miles south of park headquarters. Temperatures vary from an average of 70 degrees Fahrenheit in the summer to sub-zero in the winter. Temperatures of -20 degrees Fahrenheit are not uncommon in winter. The South Entrance is a Yellowstone interior duty location. The road to this location is not plowed after the middle of November, and the location is only reachable by snowmobile or snow coach November through April. A pool of snowmobiles for personal use is available on a reservation system.The US Mail is delivered approximately twice a week in the winter. A post office, a general store, and a service station are available at Grant Village in the summer, generally from mid-May to mid-September. Medical clinics are available during the summer at Old Faithful, Lake Village, and Mammoth Hot Springs. Many community services are available at Jackson, Wyoming, 64 miles driving distance to the south. Schools are available outside the park. Many community services are also available at Cody, Wyoming, 120 miles driving distance to the east. While there are challenges with life in Yellowstone's interior during the winter, there are also exceptional winter recreational opportunities and few places on earth can rival the superlative resource conditions and ecological integrity experienced in Yellowstone's interior.

This position is a career seasonal position in which incumbent will be in pay status and can expect to work a minimum of 20 pay periods per year. Incumbent may expect to be placed in non-pay status from approximately 11/06 to 12/08 and 03/22 to 05/04 unless other work exists that can be assigned during this period. Though non-pay status may be reduced, incumbent will be expected to be in non-pay status for a minimum of 1 pay period in accordance with NPS policy.

  • Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement. Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement.
  • Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program.
  • You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home on occasion. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.

Qualifications

All qualifications must be met by the closing date of this announcement-12/22/2024-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

To qualify for this position at the GS-07 grade level, you must possess the following minimum qualifications by close of the announcement.

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-06 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Examples of specialized experience could include but not limited to: assisting with resolving fee program planning issues; assisting with identifying fee program/project needs; assisting with hiring, supervising, scheduling and managing others involved in fee collection and visitor orientation programs; resolving software issues that arise in the remittance and/or fee collection process; and leading others in fee collection duties. You must include hours per week worked.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

There is no substitution of education for experience at the grade level(s) of this announcement.

Additional information

A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected. The display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay.

A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.

This announcement may be used to fill additional positions if identical vacancies occur within 90 days of the issue date of the referral certificate.

Physical Demands: This position may require standing for long periods of time, as well as walking, bending, lifting of moderately heavy items. Mental stress and physical fatigue occur due to the high volume of personal contacts and the responsibility of dealing with large amounts of money. If applicable, extreme physical exertion may be required while performing search and rescue, wildland firefighting, and other emergency response duties.

Working Conditions: This position typically works at an entrance station, campground office, fee office, remit office, visitor center, and/or visitor contact station. Work may frequently be performed in small, outdoor structures with open windows which results in exposure to extremes of temperature, rain, snow, wind, and direct sunlight. Park areas may be geographically located in areas of high elevation, rugged terrain, or dense populations. High levels of vehicle noise and emissions may exist during heavy visitation periods. Duties may be performed alone and/or in isolated locations.

The National Park Service has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.
