Summary

The Project Specialist (Tribal Liaison) will be working for the Land and Water Conservation Fund, State & Local Assistance Program and Urban and Recreation Recovery Program. The incumbents will be responsible for building and sustaining relationships with tribal and Native Hawaiian Organizations to provide support.

Duties

Help

The major duties of the Project Specialist (Tribal Liaison) position include but are not limited to the following:

  • Point of contact between NPS and Native American Tribes on Land and Water Conservation Fund (LWCF) projects including government-to-government consultation responsibilities.
  • Support and advise program managers and staff on tribal issues, concerns and opportunities related to LWCP projects.
  • Serve as liaison between State LWCF agencies and tribes on program matters promoting collaboration and tribal outreach.
  • Incorporate tribal concerns into the compliance work around National Historic Preservation Act, Section 106 and the National Environmental Policy Act.
  • Prepare written and verbal communications and reports and advise program managers.

Duties will be developmental in nature when filled below the full performance level.

Qualifications

All qualifications must be met by the closing date of this announcement-01/02/2025-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.


To qualify for this position at the GS-11 grade level, you must possess all of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-9 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: 1. Having experience with implementing NPS tribal policies and in conducting government to government consultation. 2. Experience in working on issues related to US-Native American history, customs and cultural sensitivity. 3. Experience in evaluating and incorporating National Historic Preservation Act and Section 106. 4. Experience in written communications such as reports, environmental documentation, briefing materials and tribal correspondence.. You must include hours per week worked.

EDUCATION: Successful completion of at least a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. You must include transcripts.

Successful completion of a combination of education and experience as described above, that when combined, total 100%. You must include your resume with hours worked per week annotated, as well as transcripts. You must include transcripts.

To qualify for this position at the GS-12 grade level, you must possess all of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: 1. Experience in collaboration across organizational boundaries and the use of consensus building, negotiating, and conflict resolution skills. 2. Experience in coordinating and facilitating the efforts of disparate groups, including grantees, state program officials, and internal regional and central program staff. 3. Manage environmental compliance review of projects based on the National Historic Preservation Act, Section 106 and the National. Environmental Policy Act. 4. Experience in leading government to government consultation with tribes. You must include hours per week worked.

There is no substitution of education at the GS-12 grade level.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Physical Demands: The work is usually sedentary although at times, requires a high degree of resistance to fatigue--working extended hours when in travel status or engaging in work sessions where stamina and concentration are necessary to protect the interests of the Government. There is also some walking, bending and climbing with on-site inspections.

Working Conditions: Most of the work is performed in an office setting, auditoriums, and meeting rooms. Occasional travel and filed inspections are required.


The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

The actual salary will be based on the geographic location of the individual(s) selected for this position.
