Summary

The Pacific West Region is recruiting for summer seasonal Laborer (Motor Vehicle Operating), WG-3502-4 positions intended to assist permanent staff with laboring field work.

The typical seasonal entry-on-duty period is mid-April, April-Mid October but can be variable during these months due to weather conditions, project needs, or funding. Anticipated Entry on Duty: April 2025.

Major Duties:

  • Operates and maintains hand and power tools (e.g. mowers, shovels, rakes, lawn edging equipment, blowers, etc.) to maintain buildings, grounds, and roads.
  • Load and unload supplies and materials from trucks, trailers, dollies, lifting and carrying up to 50 pounds.
  • Dig ditches, clean gutters, shovel snow.
  • Maintain lawns and grounds.
  • Performs duties such as custodial, maintenance, and groundwork as needed.
  • Transport people or materials in a motor vehicle to and from destinations within the park.
Physical Demands: The work performed requires the exertion of moderate to very heavy physical effort. The work involves lifting and moving objects over 50 pounds, and in some cases, carrying 80 - 100 pounds (or more) with assistance.

Working Conditions: Outside work is usually performed under all kinds of weather conditions. Indoor work is often accomplished in office buildings or in well-lighted, heated, and ventilated areas such as warehouses, loading docks, or trade shops. Frequently exposed to weather and temperature extremes, drafts, noise, dust, and dirt and the possibility of bruises, muscle strains, cuts and scrapes. Work requires the employee to follow proper safety procedures and use standard safety equipment such as gloves, ear protectors, safety glasses, and steel-toe shoes to avoid possible hazards in the work area

Stehekin Area Description: Stehekin, Washington is a remote mountain community located at 1100' in north-central Washington, at the north end of 50-mile long Lake Chelan. Access is by daily passenger ferry, private aircraft (no scheduled service), or hiking (summer only, shortest route is 17 miles). Ferries to Stehekin from Chelan range from $50 - $86 per round trip. No roads lead into Stehekin, but an interior road allows barged-in vehicles and bicycles. A concession operation consists of a lodge, cabins, convenience store, and restaurant. A post office, market garden, dude ranch, bakery, and various tourist-oriented businesses such as bicycle rental can be found in the town of Stehekin. Most businesses shut down for the winter. Shopping, doctors, hospital and other services are not available in Stehekin but are available in Chelan at the south end of Lake Chelan. Larger shopping centers and hospitals are available in Wenatchee, WA, 43 miles from the ferry landing. Groceries and other supplies are ordered by email and shipped on the ferry at the employee's expense. Emergency medical transport is by boat or helicopter and weather dependent. Recreation consists of hiking/climbing, fishing, biking, boating, skiing, and craft/hobby activities. No television, cell service, or landline phone is available except by privately purchased satellite services. However, one pay phone is available at the Stehekin Landing, and Wi-Fi is available in employee housing. The community has approximately 100 year-round residents with a one room K-8 school. Summers are warm and dry, and winters average 120 inches of snow. Driving time to Seattle or Spokane is four hours from the other end of the lake in Chelan.

You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.
  • Travel, transportation & relocation expenses will not be paid. Relocation expenses will be the employee's responsibility.

Qualifications

To qualify for this position, you must have sufficient knowledge and ability in the following job-related factors:

  1. Have the ability to do the work of a Laborer (Motor Vehicle Operating) without more than normal supervision. (SCREEN OUT)
  2. Work experience that includes the following tasks: have used a wide variety of light hand and power tools (mowers, shovels, rakes, lawn edging equipment, blowers)
  3. Operated heavy power equipment such as chainsaws, lawnmowers, string trimmers, weed whackers, brush cutters, chippers, etc. to clear brush and maintain grounds and roads.
  4. Experience driving and towing equipment over federal, state, and county roads in all weather conditions.
  5. Maintained road barriers, dug ditches, shoveled dirt and asphalt, loaded/unloads heavy supplies, organized and cleaned work area, kept vehicles, trailers, and equipment clean and operable; performed general landscaping.

Accordingly, non-competitive rehire eligibility allows for re-appointment to the same position or another position appropriate for temporary appointment with the same qualification requirements (5 CFR 316.402[b][7]), based on series and grade, anywhere in the major subdivision (NPS).
