Summary

This position is part of the WAPA-UGP-Upper Great Plains. As a Engineering Technician, you will be responsible for planning, organizing, coordinating, and performing contract administrative matters for a diverse variety of construction projects for the Upper Great Plains Construction Office.
**This is not a remote position. The selectee will be required to be physically present at one of the duty location(s) identified.**

Duties

Help

As an Engineering Technician you will be responsible for performing the following duties at the full performance level:

  • Initiates, directs, and/or prepares contract progress and final payments primarily for Upper Great Plains contracts related to construction of electrical power transmission systems and appurtenant facilities.
  • Contract types include major and minor Construction and Architect-Engineer Services (Inspection).
  • Initiates and directs various contract administration matters associated with Construction and construction related NE contracts.
  • Develops and executes work plans, schedules, and changes in office methods and technical procedures for the orderly accomplishment of the work program and determines suitability and assures conformity of all work to prescribed standards.
  • Prepares contract modifications to reflect orders for changes, extra work, contractor claims for extension of time, and adjustments to contract prices.

Qualifications

Qualifications: You must have journeyman-level ability in the duties of an Engineering Technician. You must meet all the qualification and eligibility requirements for the position by the closing date of the announcement.

Applicants must have one year of specialized experience, equivalent to the next lower grade level in the federal service. Specialized experience is defined as meeting the following:

For the GS-7 level: At least one full year of specialized experience equivalent to the GS-6 grade level in the Federal service. To qualify at this grade level, your specialized experience must include ALL the following:

  • Assisting with procedures or operations regarding engineering methods and practices to monitor contractor performance.
  • Applying various engineering disciplines such as civil, electrical, and mechanical, sufficient to assist with recognizing and resolving technical issues and problems.


-OR- One full year (18 semester/27 quarter hours) of graduate level education directly related to the work of the position.-OR- A combination of graduate level education that is directly related to the position and specialized experience described above.

For the GS-8 level: At least one full year of specialized experience equivalent to the GS-7 grade level in the Federal service. To qualify at this grade level, your specialized experience must include ALL the following:

  • Applying specialized rules, procedures, or operations regarding engineering methods and practices to monitor contractor performance.
  • Applying various engineering disciplines such as civil, electrical, and mechanical, sufficient to assist with recognizing and resolving technical issues and problems.
  • Experience reading and interpreting engineering drawings and specifications.


OR Master's degree or two full years of graduate level education directly related to the work of the position.

OR- A combination of graduate level education that is directly related to the position and specialized experience described above. Only that graduate level coursework in excess of 18 semester/27 quarter hours is creditable for this grade level.

For the GS-09 level:

  • Applying specialized rules, procedures, or operations regarding engineering methods and practices to monitor contractor performance and provide technical oversight and review of A/E and construction contracts.
  • Applying various engineering disciplines such as civil, electrical, and mechanical, sufficient to recognize and resolve technical issues and problems.
  • Experience reading and interpreting engineering drawings and specifications.
  • Articulating complex or technical information to be understandable by others.

OR Master's degree or two full years of graduate level education directly related to the work of the position.-

OR
A combination of graduate level education that is directly related to the position and specialized experience described above. Only that graduate level coursework in excess of 18 semester/27 quarter hours is creditable for this grade level.

Education

Education must be obtained from an accredited institution recognized by the U.S. Department of Education.
