MAJOR DUTIES:

  • Assists in advising on the park's cultural resources, particularly history.
  • In concert with the supervisor or higher-graded specialist, identifies, evaluates, and monitors cultural resources, identifies potential threats, and makes recommendations to management regarding status and mitigation of impacts (present and future).
  • Assists with creating and implementing segments of the cultural resources management plans, interpretive prospectus, and spin-off documents such as specific plans, action plans, revisions, and fiscal and budget documents
  • Conducts historical research for planning documents, including general management plans, special history studies, resources management plan, environmental impact statements, environmental assessments, and special resource studies as required to meet the needs of the park.
  • Recommends, plans for, and executes historical investigations required to meet National Historic Preservation Act (NHPA), NPS guidelines, and the research needs of the park.

Rock Creek Bio:
An Oasis in the City - Rock Creek Park is truly a gem in our nation's capital. This 1,754 acre city park was officially authorized in 1890, making it the third national park to be designated by the federal government. It offers visitors the opportunity to escape the bustle of the city and find a peaceful refuge, recreation, fresh air, majestic trees, wild animals, and thousands of years of human history. Some of the 99 park sites include Civil War fortifications, a working grist mill, colonial houses, and multiple triangles, circles, and squares (some with statues and some without).


TERM APPOINTMENT:
This is a term position (more than 1 year) with an initial appointment expecting to last at least 13 months but may be extended up to a total of four years, or more based on any changes to regulations governing the number of years term appointments may last, without further competition. Term positions do not convey permanent status in the Federal service.

The National Park Service retains the right to extend the duration of this appointment after selection and/or appointment, based on changes to the regulation governing the number of years term appointments may last. This change, which may be made at the agency's sole discretion and without further competition, shall not be construed or interpreted as the granting of a right to a selectee or employee to such an extension. No extension to a term appointment shall be granted to a selectee/employee to an amount of time that exceeds the maximum number of years authorized under any present or current regulation, unless such regulation expressly allows such action.

  • You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • You will be required to complete a one-year trial period.
  • You may be required to travel overnight away from home up to 1-2 nights per month. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • Applicants must be at least 18 years old.
  • May be working outdoors in varied terrain and weather conditions.
  • Ability to lift 30 pounds.

Qualifications

All qualifications must be met by the closing date of this announcement-12/10/2024-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

To qualify for this position at the GS-09 grade level, you must possess the Basic Requirements by close of the announcement:

Applicant must possess a degree in history or related field that included at least 18 semester hours in history.
-OR-
A combination of education and experience--courses equivalent to a major in history, or a major in a related field that included at least 18 semester hours in history, plus appropriate experience or additional education.

In addition to meeting the Basic Requirements above, to qualify for this position at the GS-09 grade level, you must possess one of the following minimum qualifications below by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). Examples of qualifying specialized experience include, but are not limited to, the following: (1) use broad knowledge of American history to determine historical themes and resources; (2) investigate cultural sites, natural resources, historic scenes, and subjects not documented in files to identify, protect or interpret them properly; (3) monitor and report on condition of resources as it relates to the historical and cultural setting; (4) communicate orally and in writing to distribute information and present findings of historical research analyses; (5) use a variety of research methods to plan approaches and develop methods to accomplish assigned research projects. You must include hours worked per week.

EDUCATION: Successful completion of a Master's degree or 2 academic years of progressively higher level graduate education in History or a directly related field of study that has provided the knowledge, skills, and abilities necessary to do the work. You must include a copy of your transcripts.
-OR-
Successful completion of a combination of education and specialized experience. Note, only graduate education in excess of the first year of progressively higher level graduate education is creditable toward meeting the specialized experience requirements. One full year of progressively higher graduate education beyond the first year of graduate study is equivalent to 1 year of specialized experience. For example, if a school's requirement for 1 year of graduate study is 18 semester hours, only graduate education beyond the first 18 semester hours can be combined. If you have 6 months of the specialized experience described above (50% of the experience requirement), and 27 semester hours (3 full semesters) of progressively higher graduate education in a directly related field from an accredited institution (50% of the qualifying education requirement), then you would meet 100% of the qualification's requirement. You must include a copy of your transcripts.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Physical Demands: The work is sedentary, but at times requires travel to repositories of information, and may require visits to remote sites which require walking or riding over rough, uneven surfaces. Documentary research and report writing work is sedentary, entails the ability to concentrate and write for long periods of time.

Working Conditions: Most work is performed in offices, archives, and libraries. Assignments may entail work with dusty records or objects.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
