Summary

This position is located in a National Park Service unit. The primary purpose is to perform laboring duties that require moderately heavy physical effort requiring the use of common hand tools and power equipment. Incumbent must operate light duty motor vehicles weighting up to 10,000 pounds on a regular basis.

Duties

Help

The major duties of the Laborer (Motor Vehicle Operator) position include, but are not limited to, the following:
  • Operates large, complex riding lawn mowers that have multiple or independently controlled cutting decks, and/or specially designed mowers that operate on slopes; lawn and garden tractors with various specialty attachments.
  • Operates other types of equipment (e.g., lawn edging equipment, trimmers, brush cutters, brush chippers, etc.) and hand tools (e.g., shovels, picks, pulaskis, digging bars, rakes, etc.), to maintain buildings, grounds, roads, and trails.
  • Carries out special laboring assignment(s) which require knowledge of several steps, phases, or detailed procedures and a practical knowledge of project requirements and objectives.
  • Loads and unloads supplies and materials from trucks, trailers, dollies, etc. Moves furniture, removes and sets signs, paints picnic tables and signs, rakes and waters lawns, trims trees and shrubbery, picks up litter, and cleans and repairs fire pits.
  • Cuts trees and heavy vegetation with axes, chainsaws, or powered brush cutters; stacks heavy logs, lumber, and sacks of cement, etc., or performs other duties requiring similar judgment and comparable heavy physical effort.

  • Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program.
  • You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
  • You may be required to complete training and operate a four-wheel drive vehicle.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel occasionally overnight away from home up to 1 nights per month. You must obtain a government charge card for travel purposes.
  • Government Charge Card: You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or
  • (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.
  • Special working conditions: Working outdoors in all weather conditions.
  • Employees in this position are emergency essential personnel.

Qualifications

Minimum Requirements for Laborer (Motor Vehicle Operations): To qualify for this position, you must possess a current, valid state driver's license; or, possess the ability to obtain one by entrance on duty. If you do not, possess a current, valid state driver's license by the expected entrance on duty date, you will lose consideration.

To qualify for this position, you must have sufficient knowledge and ability in the following job-related factors:

Additional information

This announcement may be used to fill additional positions if identical vacancies occur within 90 days of the issue date of the referral certificate.

Physical Demands: The work performed requires the exertion of very heavy physical effort in operating large, riding mowers. The work involves lifting and moving objects over 50 pounds, and in some cases, carrying 80 to 100 pounds.

Working Conditions: Works both inside and outside and is frequently exposed to weather and temperature extremes, drafts, noise, dust, and dirt and the possibility of bruises, muscle strains, cuts and scrapes. The work performed requires the employee to frequently use safety gloves, ear plugs, safety glasses, or respirators to avoid severe injuries.

The National Park Service has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.
