This position is part of the Office of Energy Efficiency and Renewable Energy - Headquarters, Department of Energy. As a Energy Technology Project Specialist, you will serve as a Technical Project Officer (TPO) in the Industrial Efficiency and Decarbonization Office. TPOs manage highly complex financial assistance cooperative agreements from initial award negotiation to closeout and assist is funding solicitation development, review, and project selection.

Duties

Help

As a Energy Technology Project Specialist , you will:

  • Serve as a Technical Project Office assigned to manage and provide input to policy and work process improvements on highly complex and visible financial assistance awards.
  • Provide a focal point for management and direction of cost shared financial assistance agreements, from project solicitation through project close-out. From a project management perspective, provide advice and guidance on pre-award documents for issuance of financial assistance agreements and contracts
  • Conduct periodic reviews, including site visits, to examine administrative and technical issues affecting execution of approved project plans, and make recommendations for improvements in research content.
  • Provide advice and guidance on all aspects of energy-related industrial efficiency and decarbonization technology projects and activities for the Office.
  • Develop systems and procedures to enable the energy efficiency and renewable energy program to meet statutory requirements and Departmental goals and objectives effectively and efficiently; advise supervisor on unusual, difficult, or controversial energy efficiency and renewable energy matters.
  • Develop and collect data on progress in the conventional industry, planned and operating projects, industry participants, and new technologies; Identify critical issues limiting use of energy in the US and works with affected stakeholders to develop solutions and eliminate barriers; Disseminate information to key stakeholder groups.
  • Support the development of funding solicitations, including the review and selection of applications for funding.

  • Level I and II Technical Project Officer certification must be completed within 12 months from the date of placement in the position

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following

  1. Monitoring and evaluating financial assistance pre-award and post-award actions.
  2. Advising on project plans, budgets, and schedule of industrial renewable energy technology projects.
  3. Collaborating with private, state, or federal sector in testing new applications of technology supporting renewable energy or energy efficiency.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
