Summary

This position is part of the Southwestern Power Administration. As a Facility and Property Management Specialist, you will be responsible for planning and coordinating building management and operation activities and services and performing administrative and technical support of the Federal real property, personal property, and vehicle fleet programs, including inventory management.

Duties

Help

As a Facility and Property Management Specialist, you will:

  • Identify, plan, organize, coordinate, and implement routine maintenance schedules and respond to non-routine or emergency needs. Manage both routine and emergency maintenance needs in a timely manner utilizing established supply and services contracts, as-needed vendor services, and personnel support.
  • Serve as the Contracting Officer's Representative (COR) for various supply contracts and contracts for services, construction, and associated materials and equipment.
  • Develop the scope, statements of work, performance requirements, contract specifications, justifications, cost estimates, and other data for the acquisition of needed facilities services and supplies, including maintenance services, land management services, janitorial services, refuse collection, utilities, office furnishings and other larger non-information technology office supplies, space and moving coordination and services, and other facilities and building management needs.
  • Receive, identify, inspect, issue, excess, and document property in accordance with applicable regulations and SWPA policies.
  • Perform fleet budgetary planning, purchasing justification, receiving, coordination of repairs, and disposal.
  • Plan and develop operating budgets and assist personnel in developing and planning operating budgets for facilities and programs at other SWPA sites.

  • Must be able to obtain and maintain the required DOE/SWPA certification to serve as a Contracting Officer Representative (COR).
  • Must be able to obtain and maintain the required DOE/SWPA training/certification as necessary in order to serve as a Government Purchase Card (GPC) holder.
  • Must be able to obtain and maintain Defensive Drivers certification and have a valid state driver's license.
  • Must submit a Confidential Financial Disclosure Report (OGE Form 450), upon entering the position and annually.
  • This position requires the ability to operate a Government vehicle. Defensive Driver's Training will be completed upon employment.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [GS-11] in the Federal service. Specialized experience for this position is defined as:

  1. Facility management activities, including overseeing routine and emergency maintenance.
  2. Management of real property, personal property.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. You will receive credit for all qualifying experience, including volunteer experience.
