Duties

Help

As a Public Utilities Specialist (Rates), you will:

  • Exercise lead responsibility for development and analysis of project repayment and associated complex power repayment study spreadsheets, as well as annual repayment studies for assigned power systems.
  • Exercise lead role in planning and development of power, transmission and ancillary service rate methodologies, Federal Register notices, Western's Rate Orders, and public consultation presentations in compliance with published administrative procedures and Federal regulations.
  • Negotiate, brief, and present rate strategies and repayment to all levels of management, as well as Western's customers, interested stakeholders, and FERC.
  • Develop and analyze the rate impacts of complex alternative financing models and mechanisms and provide information to management which is used to formulate policy and budgetary decisions.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year (52 weeks) of specialized experience equivalent to the next lower grade level of a GS-12 in the Federal service. This experience includes meeting two of the following:

  1. Preparing specialized studies used to analyze, determine, predict, and communicate rate and/or repayment impact and rate designs.
  2. Developing and presenting effective repayment and financial models both in oral and written formats to individuals and groups by using spreadsheets, slide presentation programs, and word processing software.
  3. Knowledge of economics, accounting, financial and budgetary concepts, and project management principles and practices.
  4. Serve as an expert on all technical aspects of rate development, rate design, and statistical reporting to conduct financial and economic analyses.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
