Duties

Help

As a Public Utilities Specialist (Rates), you will:

  • Be responsible for the preparation of power repayment studies, annual rate calculations, marketing statistics, strategies, or other analysis for the Region.
  • Analyze historical costs, revenues, load, capacity, industry trends, or other factors that may affect rates, repayment, or methodologies, bringing significant conclusions to the attention of management.
  • Prepare and apply cost allocation procedures in the determination of cost between functions for both capital and annual costs.
  • Develop appropriate methodologies for determining costs associated with the investment or operation and maintenance facilities for Federal and non-Federal entities.
  • Organize, participate, and present in public forums or customer meetings relating to rates, rate methodologies, repayment, and statistics.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as:

For the GS-11, you must have one year (52 weeks) of specialized experience at the GS-09 grade level or equivalent pay band. This experience includes meeting two (2) of the following:

  1. Assist in collecting, compiling, processing, analyzing, and validating large sets of numerical data.
  2. Skilled in spreadsheets, slide presentation programs, and word processing software to prepare reports and financial analysis.
  3. Ability to explain basic concepts and principles clearly in a manner others can understand, handling routine issues effectively with peers, superiors, and external customer organizations, and writing technical documents, researching, and demonstrates positive written and verbal customers service experience.
OR

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

OR

COMBINATION: A combination of specialized experience and higher level graduate education and together meet the qualifications for this position.
For the GS-12, you must have one year (52 weeks) of specialized experience at the GS-11 grade level or equivalent pay band. This experience includes meeting three (3) of the following:
  1. Knowledge in setting rates and/or charges, economics, statistics, accounting, or other financially focused field.
  2. Compiling, processing, analyzing, validating, and reporting on large sets of numerical data from integrated business software tools, such as enterprise information systems that store financial and operating data. Examples of enterprise information systems are MAXIMO, BIDDS, and FIMS.
  3. Skilled in spreadsheets, slide presentation programs, and word processing software to prepare reports and financial analysis.
  4. Ability to explain basic concepts and principles clearly in a manner others can understand, handling routine issues effectively with peers, superiors, and external customer organizations, and writing technical documents, researching, and demonstrates positive written and verbal customers service experience.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
